Yes and no.
If the vehicle was shipped from wherever with certain documents, they'll have to explain why the engine doesn't match the chassis, and if they get past that, they'll still have to go to licensing to report the engine change when it goes back to 5.4
Also, to get another engine in there will probably cause some issues due to need for fabrication etc. and that alone may not pass inspection.
Then again, money talks.
But even then, if the person who brought in this car can't afford to register it, it was stupid to bring it here in the first place.
Hate to be that direct, but I'd expect someone to do their research.

on arrival, they discovered the engine was dead/useless so they just put another one.
the 3rd point , do people even go to licensing to report engine change?

I think its LHD so that is the prob. Just my speculation.
5400CC will cost $310,500 to register:
5400 x $50 per cc = $270,000
VAT = $40,500
