Go to a private garage
They will pass it.

Also, be sure it fits within the fenders,

I know a lot of ppl who got thru with M/T with no issues as long as they were within the fenders

Op I have/had 4x4s with 33" tires and it was never a problem to pass yearly inspection.

As one tuner said make sure the tires not sticking out and the van not overly high from stock.
