You likely have an aftermarket head unit. Electromagnetic interference from an improperly grounded head unit can inject noise into the power supply circuit that interferes with the windshield wiper motor parking logic. The noise acts as if the wiper is being switched to OFF then ON. Try to resolve the problem by adding a braided ground from the head unit to a clean, separate ground lug on the dash panel behind the instrument panel structure.

Try using the OEM replacement wipe blades. This should solve your issue.
The skipping/noise you hear is due to the wipers not making proper contact with the windshield.
