if the bootloader is unlockable u could repartition or install ur own custom android as factory. i dont like how the factory partitions those at all. motorolas new devices will all come with unlockable bootloaders so developers can have a ball.

If you try to repartition a Samsung device, be sure you know what you're doing, else you will brick.
Next thing is, repartition may not be feasible, no one has mentioned the actual size of the system partition, or how much room is left on it, so there may not be anything left to repartition
Thirdly, if you were to be successful, then you just made your phone incompatible with future updates
Lastly, I know Samsung usually has a hidden 500MB partition that they use to offload extra apps during an upgrade after a factory reset, that may still be there, but it's only 500MB, usually.
The best option would be to root, format your external SD in the correct file system and have it act as internal storage on the backend, so that applications don't know they are on external (Play Store shouldn’t know it's installing apps to external either) <<--- this has disadvantages, number one being you have to be careful when you remove the external card
A next option would be to push the smaller Play Store apps to the System partition, this however depends on my second point which is, how much space is available on system in the first place
Or people can forget about all this and buy at least a 32 Gig device

yes it is different, yes you will have one of the less popular phones with one or two differences and features....but after a month with it you will wish you had gone for the s4...
s4 has the better camera and quicker android updates in addition to Samsung's massive support machinery behind it.
