The cover note issued by Bankers as I understand it,is specifically for purposes of supporting transaction at the licensing office and associated movement.
However,if you are driving the vehicle from (lets say) Couva to the Port-Of-Spain office you need to have a D-plate or otherwise flat-bed.Non-compliance could lead to traffic officer pulling you aside and laying charges of driving an unregistered vehicle.
This applies to unregistered or unlicensed vehicles for which first time registration is being sort.
