^^ok. some years ago when I went to transfer a car, all the insurance companies in and around the area said they no longer issue cover notes.

Based on the question, which includes authority to drive on the road, something ain't correct.
The cover note issued by Bankers as I understand it,is specifically for purposes of supporting transaction at the licensing office and associated movement.
However,if you are driving the vehicle from (lets say) Couva to the Port-Of-Spain office you need to have a D-plate or otherwise flat-bed.Non-compliance could lead to traffic officer pulling you aside and laying charges of driving an unregistered vehicle.
This applies to unregistered or unlicensed vehicles for which first time registration is being sort.

Talk done,op make sure the buyer gets his insurance in order before you sell,or let him know you will cancel the insurance once the transaction is done.

toyolink is correct, without the 'D' plate you cannot drive the vehicle on the road, the covernote only cover the licensing office transaction, if the police stops you they can seize the vehicle, and also charge you.

so this 'covernote' requirement is only to satisfy a regulation at Licensing Office that a vehicle must have a valid insurance, and u can't actually drive the car on public roads ??
.

^ It can be used to drive the vehicle on the road once the vehicle is registered or carry temporary registration (D plates)

D plates which are provided to firms by the licensing office are specifically issued to facilitate activities associated with regularisation of 'unregistered' vehicles and these firms will have to execute a master insurance cover for any vehicle to which the D-plate is attached.
The coverage which supports the D-plate is a somewhat open policy which will respond to exposure of the vehicle once said vehicle is authorised by the company to carry same.
Abuse of D-plates can lead to the licensing office pulling the authorisation provided to the firm on record, hence the loaning of D-plates could cost firms their rights as has happened in the past.

bumping this, this is correct, learned this the hard way earlier this month

they might give u a bligh from d port to licensing, but i was parked in bird sanctuary & a party pulled up in a bus, after a set of questioning, they called a highway patrol, he was gonn charge me for not having plates $300 each, he eventually let me off, but i had to call a wrecker to move it

Look at 12 (2) of the Act.

PART II
REGISTRATION OF MOTOR VEHICLES
11. (1) The Licensing Authority shall cause registers of
motor vehicles to be kept in the manner he directs.
(2) The Licensing Authority shall supply to any person
applying for a copy of the entries relating to any specified vehicle
a copy of these entries on payment of a prescribed fee, provided
that he shows that he has a reasonable cause for requiring such
a copy.
12. (1) No person shall, in any place, use or keep for use or,
being the owner, permit any other person to use or keep for use
any motor vehicle—
(a) not being a vehicle exempted from registration
under this Act, unless it is registered under this
Act according to the procedures required by the
Licensing Authority or;
(b) being an agricultural tractor, agricultural trailer
or industrial tractor, for any purpose unless the
Licensing Authority has granted its approval, in
the prescribed manner, of the use of the vehicles
for that purpose.
(2) No person shall be liable to a penalty for a breach of
this section if he proves that he has taken all reasonable steps to
comply with its requirements, and, when the vehicle is in use on
a road, that it is on its way for the purpose of being registered.
(3) The Transport Officer to whom application is made
shall, upon being satisfied that the provisions of this Act and
the Motor Vehicles Insurance (Third-party Risks) Act and
Regulations respectively made thereunder, have been complied
