The owner of a chain of electronic stores is saying his business has been hit hard by Government’s delay in removing Value Added Tax (VAT) and import duties from closed circuit television systems (CCTV).
Phillip Weston, owner of PRW Enterprises, said yesterday several attempts to contact the Ministers of Finance, and Trade and Industry have been unsuccessful.
Finance Minister Larry Howai announced in his 2012/2013 national budget presentation that Customs duties and VAT would not be included in the final price of security cameras for consumers as part of a crime-fighting initiative.
However, the Trade and Industry Ministry has admitted that it is yet to be done.
Weston said: “We cannot proceed with anything. The problem is if we bring in and pay the duties and the VAT and then after we got the container the taxes are removed, then obviously we are going to be affected,” he said.
Weston questioned whether former national security minister Jack Warner was accurate when he announced in April that VAT and import duties were being removed from security systems.
“What we are looking for, is some kind of idea as to when or if they are really going to act on what they have said and remove the duties and VAT. We have been to Customs and Excise and they referred us to the Ministry of Finance. We have been through the Ministry of Finance, through the permanent secretary and through his advisor. We sent letters to the Minister of Trade and Industry, but have not received a response,” he said.
Weston said he has taken his concerns to the Trinidad and Tobago Manufacturers’ Association (TTMA). “They tried very, very hard with all their contacts and got nowhere,” he said.
Weston said he was advised that the import duties and VAT paid following the announcement would be placed in a bond.
“They said we would be able to use this money when we import other items, but we were informed that the bond has a three-month expiry date,” he said.
Warner made the announcement in April at a post-Cabinet news conference at the Office of the Prime Minister in St Clair.
He said then, “A note was brought to Cabinet which called for the Amendment to the Customs Act Ch 78:01 to include a provision for exemption of Customs duties on CCTV systems based on standards approved by the ministry and admitted by the comptroller. It was also agreed that the second schedule of the VAT 1989 Act be amended to include the CCTV camera systems.”
Warner said millions in revenue would be lost by this measure to fight crime so that CCTV cameras and digital video recording equipment could be purchased by homeowners, communities and businesses.
Warner said the Attorney General would ensure that the necessary legislative amendments were made.
A Ministry of Trade official said the matter was already considered by Cabinet and is currently at the Customs and Excise Division.
“It is currently at the Customs and Excise Division for determination of the exact tariff headings and product description for consideration for the removal of VAT and import duties. Following this approval, the tariff headings and product description will be submitted to the Caricom Secretariat for the consideration of the other Caricom Member States for the removal of the import duty,” the official said.
