Prime Minister Kamla Persad-Bissessar has given her predecessor, San Fernando East MP Patrick Manning, one of the cars purchased by the former government for the 2009 Fifth Summit of the Americas. This was revealed by Works and Transport Minister Jack Warner in response to a question on the Order Paper at yesterday’s sitting of the House of Representatives. It was the first sitting after the Christmas recess.
Warner said he did not want to reveal that type of information but had to because it was requested by Opposition Leader Dr Keith Rowley. In his response, Warner also revealed that another vehicle purchased for the summit was given to Sport and Youth Affairs Minister Anil Roberts, who was subsequently involved in a “minor” accident while driving the vehicle.
Rowley and Diego Martin Central MP Dr Amery Browne raised several queries about a public vehicle being used for private purposes by a government minister. Browne said: “The matter is not over.” Meanwhile, Manning, speaking during a news conference at the Red House, said he did not ask for the vehicle but it was offered to him by the Prime Minister. “A vehicle has been made available to me which I now use in accordance with an offer made to me by the Prime Minister of T&T,” he said.
Manning quickly pointed out that his situation was very different from the one involving Roberts. “That is very different from ministers driving government vehicles...That is very different,” he said. “I know of no minister who can consider himself to be in the same category of a former prime minister.” Manning said he was not aware of Persad-Bissessar making any offer of a vehicle to any minister. “It would have been improper for any minister to use any government vehicle for private purposes as he (minister) has a travelling allowance,” he added.
Manning said in the light of Warner’s disclosure, he would like to know “what sanctions would be made against the Minister of Sport for improperly using a government vehicle.” Manning said Roberts’ action was “not just improper, it is improper and illegal using a government vehicle.” Manning said he wanted to know who was responsible for repairing the damaged vehicle.
Warner said the vehicle was not written off. Meanwhile, Manning also said Persad-Bissessar had offered him state security “over and above” the traditional six months’ standing guard. He said while no time frame was given for the service, it had been withdrawn. Warner said the other “summit vehicles” were given to various ministries, including National Security and Works and Transport.
