Crime is not crime, its a business. Nearly every country is built on crime. American was built on the worst crime which is slavery and when they saw it as no longer being profitable they then abolished it.

saw it as no longer being profitable? slavery still profitable today.

no what happened was a man called George Washington.. and Militias. that's what happened and removed slavery from the democrats enjoyment of exploitation.

but maybe ur unto something.. if crime is business then maybe also business is crime.. ie capitalism.

Cuba is the way Cuba is because of outdated and unjust sanctions that are a relic of the cold war.

A SERIES of unfortunate events has led to the crime situation that has claimed the lives of 138 people within a 200-metre space over four years.
Activist for the area Lennox Smith believes as many as 40 more lives can be lost over the next few months as a result of ongoing gang warfare.
The Express yesterday conducted an interview with a source familiar with the issues affecting the area. The source requested anonymity.
The situation began approximately four years ago when a large quantity of marijuana was found by a resident of Upper Duncan Street.
The person who found the marijuana returned the drugs to its owner without first consulting the area’s crime boss.
This angered the crime boss. It was felt the person who found the marijuana and returned it violated specific rules. The person who found the marijuana sought refuge on Nelson Street.
Nelson Street and Duncan Street had “traditionally” been at loggerheads for years before. The defector was seen as a traitor. As tensions between Nelson and Duncan streets heightened, during a shootout the crime boss was shot in his hand.
Things became worse.
The relatives of the defector started being chased from their homes along Duncan Street
The crime boss is said to have been given a supervisory role in a contract to construct a basketball court at Duncan Street to ease the tension.
The contract is said to be worth around $200,000.
However, the anger rekindled.
Nyam Antoine, 16, and his pregnant cousin, Rasheeda Gomez, 16, are said to have been the latest victims in this East Port of Spain saga.
Asked to comment on the issues in the area, Smith said he has been in discussions with both warring factions in an attempt to bring the bloody situation to an end.
Smith said he expects more bodies to fall as the death of their rivals is all the feuding gangsters seem to live for.
Smith described the situation as “intractable”.

This problem took at least a generation to create. It may take a generation to sustainably fix.

The situation is convoluted. Several things are happening.

Whenever things get complicated it helps to start with the basics.

Start with something straightforward. Something that everyone can understand.

Money. Start with the money trail. Where does the money get made?

90 arrested in East Port of Spain raid

By Gyasi Gonzales gyasi.gonzales@trinidadexpress.com

Story Updated: Aug 18, 2013 at 10:59 PM ECT )

AFTER last week’s spate of murders in East Port of Spain and Laventille which left a total of five young men and one pregnant teenage girl dead the police backed up by the Regiment arrested a total of 90 men from Duncan, George and Nelson Streets yesterday morning.
This is apart from the 12 suspected gang members who were arrested in Laventille last week Thursday night.
Yesterday morning’s raiding party consisted of approximately 300 police officers supported by 100 soldiers.
For the last week residents of East Port of Spain in an area known as “The Plannings,” cried out for protection by the State as residents described being fed-up of the sometimes broad daylight murders along with the nightly and constant crackle of gun-fire.
Shot dead on Wednesday were cousins, Nyam Antoine aged 16 and Rasheeda Gomez who was also aged 16 but was pregnant for an 18-year-old resident of lower Duncan Street, Shondell Braithwaite who remains at the Port of Spain General Hospital in stable condition.
Killed in Laventille later that afternoon were Shawn Lewis aged 17 and another man Christopher Peters, 24 while on Wednesday night Samuel “Taboo” Brewster aged 29 was found shot dead at Mango Alley, Laventille while Akin Perry aged 28 was killed at Blondell Alley in Laventille.
The following day residents received a visit from Prime Minister, Kamla Persad-Bissessar who empathised with them and their plight and even cried when she spoke to Natasha Rogers who was the mother of Nyam Antoine.
The delegation included National Security Minister Emmanuel George, Chief of Defence Staff Kenrick Maharaj and Ag CoP Stephen Williams, the latter who revealed some chilling statistics namely that in the last four years a total of 138 people had been murdered within a 200-metre radius in East Port of Spain.
Prime Minister Persad-Bissessar also promised residents some immediate relief from the violence by proposing that a police base camp be set up in the neighbourhood.
The Prime Minister held talks with Opposition Leader Dr Keith Rowley which will be followed by another meeting this Thursday with the goal of arriving at a solution.
Rowley visited the area Saturday along with Port of Spain South MP, Marlene McDonald.
Prior to last week’s murder spree however residents of East Port of Spain complained vehemently about gang members for Laventille occupying Duncan and Nelson Street apartments and throwing out the legitimate tenants.
Last week Saturday Housing Minister, Dr Roodlal Moonilal along with HDC’s Managing Director, Jearlean John met with Ag CoP Stephen Williams and the displaced residents were assured that their homes would be returned to them.
Yesterday’s raid began at 3 a.m. and ended at 10 a.m.
While searching the apartments those who were not detained were asked to remain outside as a thorough search of certain apartments were carried out.
A few residents complained while the majority looked on and did not say much.
Those who complained accused the police of keeping them outside their apartments for a long period of time while officers along with sniffer dogs searched the buildings for arms and ammunition.
Other people mostly younger women complained that their brothers and respective children’s father were being detained for no reason.   According to Assistant Commissioner of Police Glen Hackett who spearheaded the raid disagreed and cited several reasons for the detention of these men.
Out of the 90 arrested some are expected to be charged with gun and ammunition possession, outstanding warrants, shooting with intent, wounding, issuing threats my menaces, the illegal occupation of Housing Development Corporation (HDC) apartments and murder.
The police said that part of the reason behind yesterday morning’s raid was as a result of the increased incidents of murder and shootings in East Port of Spain.
According to ACP Hackett it was information gathered that led them to East Port of Spain yesterday morning amid intelligence that guns and ammunition were being stowed in these buildings.
“We are searching each and everyone of the apartments to ensure if they are indeed fire arms and ammunition that we confiscate those and arrest those persons who are in possession of them,” said ACP Hackett who spoke to reporters yesterday.
He added, “we are here to bring a level of confidence to the law abiding citizens that the police is willing to act on their behalf where they are perceived to be in jeopardy with respect to lawlessness.”
Hackett also mentioned about those people found illegally occupying HDC apartments stating, “we have some persons in custody who we have found in apartments which don’t belong to them and as such we will be engaging the HDC to verify our finding because persons who have been making these assertions have not come to the police to report these incidents so we are unaware at this point in time as to which apartments until this morning have been illegally occupied.”
Other officers involved in yesterday’s exercise which began around 3 a.m. and ended around 10 a.m. were Snr Supt Wayne Boyd, ASP Ajith Persad, Insp Sahadeo Singh and ASP Grant and Insp Harvey Jawahir.
Besides PoS Task Force officers branches of the police involved in the exercise were Southern Division Task Force, Central Division Task Force, Northern Division Task Force, North Eastern Division Task Force, the Regiment, Coast-guard, Air Guard, Guard and Emergency Branch, CID, Criminal Records Office, The Court and Process Branch, Criminal Gang and Intelligence Unit and the K9 Unit.

Calling Dr Rowley

By Sunity Maharaj

While a legislative agenda will, in due course, be hammered out within the limits of political interests, meaningful representation requires that the People’s National Movement step forward now and not merely collaborate with the Government but assume the leadership for bringing peace to the war zone of East Port of Spain.

Of course the Government has the national responsibility and resources to tackle the job. But to pretend that the Persad-Bissessar government is equipped to deal with this problem is to accept that blood must keep flowing. Nothing in the record of the People’s Partnership Government would suggest that it can speak to, or for the people of East Port of Spain- which is why its responses have veered from throwing money at the problem to declaring a state of emergency- and when all else fails, to a helpless collapse into tears.

In meeting this week, Dr Rowley and Prime Minister Persad-Bissessar should admit that the Government is not just seeking the PNM’s support for its crime-fighting strategies, but its help in solving a problem for which the PNM has political, constitutional and moral responsibility.

What POS East needs is leadership with the authority to persuade, dissuade, mobilise and organise on the ground.

This cluster of communities is drowning in blood today because of the failure to provide the quality of representation that would’ve blocked the gang culture from taking root and establishing control across the terrain of Laventille and Morvant with encroachment into Belmont, Barataria and beyond. As the political party that has enjoyed the unbroken right to represent the area- bar the 1986-91 NAR exception when only Laventille East kept the PNM faith-and as the party that has presided in Government for all but 15 of the 57 years since arriving on the scene, the PNM must accept its responsibility for both the creation and solution to the problem. If Dr Rowley could meet and master the challenge of POS East, if he could coerce representation out of the slumbering party groups and MPs in the area, and stand up and speak for his people, PNM people, whether living under the gun or with a finger on the trigger, he would have established his authority to lead by breaking the succession line of crapaud politics that has PoS East now roiling in blood.

Instead of clucking over the Government’s ineptitude against the rising tide of crime, the PNM should establish a task force comprised of the MPs of Laventille East/Morvant, Laventille West and Port of Spain South with the support of a range of relevant expertise.

It does not need the Government’s endorsement to act. If the MPs for these constituencies cannot speak to, and for the people of Laventille in ways that could staunch the blood and calm their fear, then they have no business representing them. Not that they ever really did. For had the PNM’s MPs and its successive governments provided representation to Laventille, there would have been no vacuum left to be filled by the gang leaders who have emerged over time as community-anointed and gun-appointed MPs for the masses.

In real terms, Port of Spain East is today a republic on its own. Its population is subject to the rule of gangs who run its government and economy, administer summary justice, control the streets, and determine the freedom of movement of people in and out of its zone.

In political terms, POS East is to Keith Rowley what Chaguanas West was to Kamla Persad-Bissessar. If they cannot lead their own heartlands, how can they lead the country?

The PNM’s decision to abandon the delegation system in favour of one-person one-vote has opened up room for the emergence of real representatives in POS East and elsewhere. But this would depend on whether the leader trusts the system to work, and the extent of political education and confidence on the ground. As we saw in Chaguanas West, the people’s right to a representative of their choice can be snuffed out in an instant by the maximum leader’s retained right to veto at will.

While POS East is the most extreme case, it is not the only community that has fallen through the wide cracks of a political system that is not designed to provide representation. Areas in Diego Martin, San Juan, Tunapuna, Chaguanas, Arima, San Fernando, Point Fortin, Cedros, Princes Town, Mayaro and elsewhere have pockets of power that seem to be impenetrable by the forces of legal and moral authority, such as they are.

Ultimately, the solution to crime will depend on our transition to a system of legitimate power. For a society in which power has its roots in injustice, breaking free from the status quo will be no easy task. The first rule of power is survival. Its instincts are to protect, preserve and regenerate itself while destroying any potential threat. For us in the Caribbean, the entrenched system of central power has no greater enemy than representative power. In a democracy, a political system that disconnects power and representation enjoys no legitimacy and creates room for extra-legal expressions of power.

When it comes to rolling back the forces of crime, only a legitimate political system with a coherent architecture designed to provide representation from the ground upand across will stand a chance.

By definition, beneficiaries of the current system of central power cannot be expected to solve the problem. Unless, of course, they have the capacity for revolutionary politics without blood.

Well written....thoughts

You cannot solve crime unless the guberment give dem:

HDC houses, Tiidas and permanent jobs in WASA/T&TEC/TSTT/Ministries/CEPEP/NFM/FCB etc.

Once their income can service:
fetes; carnival Monday/Tuesday; alcohol, outside children, 18-20" chrome rims, NYC flights, gold chains, brand name clothing for fetes/parties, kfc/royal castle, powder etc..I think crime will reduce by 90%
