Some archive Googling shows that Laqtel and Digicel were the final "other mobile network" contenders out of a list and actually get through with a CDMA license in 2005, but everything was shutdown and seized in 2008 because they like they run out of money and couldn't back it or pay all the TATT fees and fines. Don't know if their plan was to build their own infrastructure, or do the MVNO.

back then it was only tstt and then the long protracted lawsuit which stopped all competition for years
tstt used to real push back against any competition attempts at deregularization
if i recall correctly there were a few groups who were looking to bid, at least 3 or 4 apart from tstt
CCN tv6 was the one who started the lawsuit, they all would have partnered with a foreign company to hit the ground running
everybody was eager to start seeing how digicel jamaica had overtaken the cable and wireless jamaica
and was making money there
by the time the lawsuit was done all the others never bothered as the landscape changedmaj. tom wrote:Laqtel was completely local?

Who is Keron Les Pierre?
Les Pierre acknowledged that there was scepticism about the operation in the public domain, and he had heard the descriptions of himself as a “con man” and a “smartman”.
Instead, he describes himself as “a visionary and an entrepreneur.”
