The reason why it was 17m estimated, is because there was a 2m bonus attached to that value, think it was done to mark Republic Day, but they don't include that it in their actual figures online. They also did that last year for Independence Day, where the bonus wasn't included, and made a 5m jackpot a 7m instead.

So in actuality, that person won $16,792,226.96.
