you trying to skew ppl judgement with ONE pic that shows which incriminates him more than vindicates him. Were you there after the pic was taken? News reports stated he did tamper with evidence. Then you doing an even poorer job of twisting the truth by quoting "believe" from the statement of Police Welfare spokesperson....just like my point earlier....he wasnt there so he said he "believe" that dr rowley tampered with the evidence. If it wasnt true it would not be reported. :roll:
What was reported was the article rfari quoted. The article you posted was the opinion of one individual. I didn't twist anything, I requoted the article you posted as proof and highlighted hat it all hinged on what one man believed.

You are so committed in discrediting one man that you prefer to discredit yourself just to make a point.

erm... so if Mrs. Kamla has a Christmas function (UNC probably does, i presume...) iz balling cos she Hindu and not Christian? Rowley wanna be PM. Hindus make up 25% of all Trinis, and he potentially PM of all Trinis...... or is issue here he Afro and in some Indo ting (leh we get straight here, nah...minds cyad be read, but dis is what most is tinking...)

Rowley wants full list of schol winners

OPPOSITION Leader Dr Keith Rowley is calling for the Ministry of Education to “immediately” make public the full list of all scholarships provided, the beneficiaries who were selected and provide an explanation to the reasons for the list being tardy.

This call was in response to a commentary column in the by Maxie Cuffie, the prospective People’s National Movement (PNM) candidate for La Horquetta/Talparo.

In that column, Cuffie raised suspicion about the delay of the scholarship list, it not yet being available this year, and a supposed bias to the side of science students.

In an email release, Rowley said, “The inordinate delay in releasing the list of scholarship winners following on the Caribbean Examination Council (CXC) results has continued to be a source of concern to all stakeholders including parents and principals.”

He added, “This inexplicable delay has raised serious questions about transparency and has led to unnecessary suspicions with respect to the fairness of the processes involved in the allocation of scholarships.”

Rowley noted that the Government announced there was a significant increase in the number of scholarships without clarifying the basis on which the new scholarships were determined. He also said a statement from the ministry caused an “equally confusing” statement about the delay in providing the full list of scholarships. This statement Rowley referred to is from communication official Alicia Busby who said CXC sent out the list late.

Rowley called for the ministry to “provide a full explanation as to what action or inactions of the Caribbean Examination Council would have resulted in the Ministry of Education being tardy or secretive in determining the scholarship outcome of this year’s CXC examinations.”

On Sunday the ministry sent out an “urgent media release” on the column, stating that it had misleading allegations without seeking clarification from the ministry.

The release said, “The determination of CAPE scholarship awards is made following the receipt of the merged CAPE (Caribbean Advance Proficiency Examination) databases for 2013 and 2014 and standard scores from the Caribbean Examinations Council (CXC) and not only from the results of the 2014 examinations, as students usually write examinations over two years (Unit I and Unit II).

“The merged databases were received from CXC on Monday 15th September and the standard scores on Tuesday 7th October, 2014, following which the list of scholarships was finalised by the Scholarship Committee and promptly released on Thursday 9th October, 2014.”

The ministry added that there has not been any change in the criteria for the award of scholarships in 2014 nor in the process used for the release of results. Also, the criteria for the award of CAPE scholarships have been available to all principals, teachers, students and the general public.

“The release of the list of names of scholarship winners has always been sent to principals for dissemination to students before being released to the media,” the release went on to say. “This year, this longstanding process was followed, as per usual. All eligible students in the ten subject groups including science, technology, business and environmental studies have been considered and scholarships awarded to persons who have met the established criteria, which resulted in an increase in the number of students to 447 in 2014.”

Newsday contacted Cleveland Sam, assistant registrar at Public Information and Customer Services for CXC. Sam stated that because CXC is contracted by the Ministry of Education they cannot comment on the issue.

Newsday also contacted Davanand Sinanan, president of the Trinidad and Tobago Unified Teachers’ Association (TTUTA). Sinanan said TTUTA has not heard of any complaints about the scholarships with the exception of the Cuffie article.

Sinanan said though the issue of scholarships are not in TTUTA’s remit, he said if there was an issue with the scholarships, TTUTA would have heard about it and made it publically known. Newsday was not able to contact Busby, Education Minister Dr Tim Gopeesingh nor Chief Education Officer Harrilal Seecharan as calls to their phones went unanswered.

Final EOC report finds no bias in scholarship awards
The report of the investigation into the much maligned $50 million ‘slush fund’ administered by the then Ministry of Community Development under the People’s National Movement (PNM) Government has been handed over to the head of the Public Service and Permanent Secretary to the Prime Minister, Reynold Cooper.

The report has found that there was no evidence of any policy to debar any ethnic group from the scholarships and that the bursaries were clearly intended to be available for all citizens.

The 41-page report, dated July 19, 2011, was signed by Equal Opportunities Commission (EOC) Chairman Emeritus Professor John La Guerre and a copy is also now in the possession of Minister of Transport Devant Maharaj.

The report, a copy of which is now in the hands of the Mirror, although finding no evidence of discrimination by the Ministry, faulted it for not advertising the bursaries, which effectively debarred Maharaj and persons like him from applying.

The Transport Minister, according to informed sources, is however demanding to be paid compensation for the distress he suffered. And at a conciliatory meeting with Permanent Secretary to the Prime Minister Reynold Cooper has requested compensation for what he claims is the discrimination he suffered.

Cooper, according to informed sources, has referred the matter to the Prime Minister. Cooper, the PM and Maharaj are now en route to India for a two-week State visit and could not be contacted for comment.

It was Maharaj who had written to the EOC on December 3, 2009 alleging discrimination against the Ministry of Community Development, Culture and Gender Affairs, in the disbursement of scholarship funds during the period 2003-2007.

As the complainant in the matter, Maharaj submitted information he had obtained under the Freedom of Information Act.

Following its lengthy investigation, over a period of 17 months the EOC has stated categorically that the Ministry’s criteria for such scholarships did not prevent anyone from applying.

In fact, La Guerre’s report indicated that “from the information supplied by the Ministry it is clear that the intention and purpose of the Community Development Scholarships Programme (CDSP) was intended for availability to all citizens of Trinidad and Tobago.”

Furthermore, it found that “there was no indication by the Ministry that a criterion existed to prevent certain individuals from applying” for scholarships.

The report further stated that contrary to claims that the programme was administered in a sloppy manner, according to the EOC, from all the evidence examined, “it is clear that the Ministry did have established approved criteria as to the requirements to be satisfied for a person to obtain a scholarship.”

And despite allegations by Maharaj and Prime Minister Kamla Persad-Bissessar that the scholarship programme, under then Minister of Community Development Joan Yuille Williams, favoured Afro Trinidadians, they found no evidence to support this.

On the contrary, the EOC stated clearly that after examining the facts submitted, it found that “no criteria existed which would legally exclude the complainant.”

It surmised however that the fact that the Ministry did not advertise the scholarship programme “may have had the effect of excluding” Maharaj, which “resulted in him being treated in a less favourable manner than his comparator.”

The EOC however took issue with the actions of the Ministry to proceed to award scholarships without advertising to the public at large, or without having a standardized application form, claiming that it acted in breach of its own criteria.

It further questioned the existence of the Scholarship Selection Committee, saying that “there were numerous instances where the Prime Minister at the time or some other government official wrote to the Minister recommending a person for financial assistance.”

But even as the EOC reported no evidence that the Ministry sought to prevent certain individuals from applying, it felt that the effect of the procedure adopted by the Ministry in distributing the scholarships had the effect of a disadvantage upon a significant proportion of the population who were of East Indian ethnicity, including Maharaj, and added that only some 7 percent of the recipients were East Indians.

In such circumstances, the EOC felt that the programme had the effect of “denying, limiting, restricting or inhibiting Maharaj and others like him from being able to access, the advantages, benefits and opportunities available to others,”

The report went on to state that the Ministry could provide no justifiable explanation as to why Maharaj was excluded from the group of persons receiving scholarships. It felt that Maharaj “did provide enough evidence for an inference of discrimination to be made out against the Ministry.”

The EOC recommended that Maharaj’s matter be resolved by conciliation and called for a better accounting system to be put in place, and that a forensic audit be conducted by the appropriate authority in relation to the disbursement of funds.
