this is true. Rajesh is not the leader of any party.
To be true to the intent, Rowley would have to resign as political leader of the PNM and Rajesh goes to the PNM and gets appointed as new political leader.
Why isn't that being done?

The Congress of the People (COP) has officially relaunched after a 15-year hiatus. To put that into perspective—last time people were excited about voting for COP, they were still using BlackBerries and updating their Hi5 profiles.
Now, while I believe brands can reinvent themselves, time will tell whether COP can recapture the public’s imagination like they did in 2010, when they pulled in over 100,000 votes. But what really intrigues me is the clear strategy between the UNC and COP, as both parties have indicated they’re going to join forces.
After 10 years in opposition, you’d think the need to revive the COP to help win an election might signal some sort of failure—but hey, that’s a whole other story.
What really catches my attention is the ‘coalition of interests’ the UNC is assembling with the likes of COP, PEP, and OWTU.
A question many of my friends keep asking is: why is the UNC cozying up to figures like Philip Edward Alexander, a man whose rotting carcass would be too nauseating for a corbeau? And why align with the OWTU, an organization that has more letters in its name than actual votes?
Well, the answer is simple: the UNC isn’t forming a real coalition; it’s forming the illusion of a coalition.
Aligning with other smaller parties (NTA, HOPE, PF, etc.) would require real negotiations and concessions from everyone involved. But aligning with the COP and PEP? That campaign can be all about reminding people how Kamla parted the Red Sea and turned water into wine.
Once you understand that Queen Bavmorda is an extreme coward, and that everything she does stems from a place of fear her moves start to make more sense. And the thing she fears most is being deposed in the same manner the previous king was. Therefore, her actions aren’t designed to win an election—they’re all about retaining power even if the castle itself burns down.
Philip Alexander’s real purpose isn't in bringing votes; it’s in attacking internal rivals online. The OWTU? They’re there to create the illusion that she has the backing of the unions.
She is setting the machinery in place for her internal campaign when she loses.
Also, there’s the element of good old nostalgia. The UNC is running its campaign on vibes from the good ol’ days of the People’s Partnership.
Nostalgia is a powerful drug, but the problem is that, at some point, the past becomes so far gone that nobody remembers or cares anymore. You can’t run a country on memories alone—especially when the only thing you’re bringing to the table is a retread of promises and missteps from years ago.
