I heard that they can track your usage however they don't have a facility for customers to track it. So if customers can't guage their usage they can't bill u based on that.

LOL, this is true, confirmed by a friend of mine working Bmobile. If only in was the same for Digicel.

Unfortunately there is no unlimited regular data plans with digicel, the highest one offered is 300 MB for $300.

To get unlimited usage with digicel, BIS is the way to go.
