It's from Harare@beeble.com - which is a Latvian email provider. The language suggests that English is not their first language. Might just be someone discovered an email list for some schools and just decided that today was a good day for chaos.

Yes. For obvious purposes such as terrorism or other cybercrime, legal entities can request data via subpoena. If it's an international threat different layers can be unravelled via ISP/service provider logs and a forensic investigation team can triangulate the data to people/locations.

But this sound like a prank, so they might be able to find them if NatSec aint hire somebody with basic IT skills but someone who specializes in ethical hacking/cyber security etc
