SOE in Jamaica is very localized. Used to frequent Jamaica for years and it was a very common occurrence. Maybe the more spread out geography allows for it. Life used to be happening as normal on my ends and certain zones had SOE

wasn't the 2011 SOE also localized? there were some places that didnt have curfew.

... issues stern warning ahead of Spanish Town Hospital renovation

Prime Minister Andrew Holness issued a stern warning to extortionists who might have their sights set on the renovation work set for Spanish Town Hospital in St Catherine.

Holness, who was speaking Tuesday at the groundbreaking for the redevelopment of the hospital, did not mince his words.

“Well, let me tell all the gang members who are licking their lips looking on at the big fat contracts to come, none of that will happen!” Holness said.


Insisting that he wanted to say it “loud and clear”, there was no misunderstanding the prime minister’s position on Tuesday.

The groundbreaking, which will see medical services at the Spanish Town Hospital transformed with the redevelopment of the 430-bed facility.

The renovation works, valued at some J$5.5 billion, will see the building of a state-of-the-art, six-storey facility spanning more than 17,000 square metres.

As a result, patient care delivery at the facility will expand to new services, including urology, oncology, cardiology, gastroenterology, ophthalmology, and psychiatry.

It will be equipped with cutting-edge technology, including electronic access to patient medical records.
Redevelopment of the Spanish Town Hospital is being implemented by the Government of Jamaica through financial support of the Inter-American Development Bank (IDB).

A total of US$148 million has been allocated for the Health Systems Strengthening Programme, of which the Government has committed US$87 million. Spanish Town Hospital — the largest ‘type B’ facility in the island — will receive the largest investment in infrastructure works.

Quite the wonderful piece of misinformation you've got there.
It was a nationwide event, in all aspects, including curfew, just popo was targeting very specific areas hard.

All we really need is for the population at large to be ready willing and able to put some hot lead pills in gutless bandit bellies.

Short term items are nice and should be implemented but Govt should be pressed to do more medium to long term measures

Reform number plate system
National CCTV with monitoring and enhanced features such as facial recognition
Fingerprint database (all citizens prints taken for National ID)
Push for more digital transactions (limited cash…. less robberies)
Transparent and easier FUL access. Not saying everyone should get but the criteria should be clear and unambiguous.
Reform legal system for fast justice (no sense harden criminals constantly out on bail)
Proper licensed distribution channels for marijuana … squeeze the gangs out of the supply.
Revamp of the E999 service that Basdeo Panday set up

Probe into US-funded Grace 'gang' project
Reports of disciplinary violations, financial and security concerns...

THE Gang Reduction and Community Em­­powerment Programme (Grace), a multimillion-dollar Uni­­ted States-funded programme aimed at reducing gang-related crime and strengthen­ing the relationship be­tween police and com­munities at risk, is under investigation by the Police Complaints Authority (PCA) and the Police Commission­er for possible disciplinary violations.

The programme was launched in May 2022 by then-US Charge d’Affaires Shante Moore and implemented by the Pan American Development Foundation (PADF) to combat gang violence in Trinidad and Tobago.

The US contributed US$1.5 million to the initiative for 18 months, which ended in November 2023.

The Sunday Express obtained audio recordings that showed that in addition to disciplinary violations, there were financial and security concerns, and allegations that senior Trinidad and Tobago Police Service (TTPS) officers were trying to influence the selection process to get an unfair advantage for promotion through the Grace programme, as well as attempts to suppress a report within the TTPS to prevent the matter from being investigated.

Along with a few civilians, the Grace core team is made up of at least six police offi­cers and other officers trained across the divisions. To prevent young people from joining gangs, these officers are typically deployed to high-­risk communities, where they co-ordinate local activities.

Since several core team members had been aware of the claims for a few months, they believed that if they spoke up, top officials would victimise them.

“We never wanted it to reach this stage, but for the amount of work we have done as police officers, people need to know what other persons were doing to undermine our work and the programme,” said an officer attached to the programme.

“When these things were brought up in a report, everyone was against what was happening, and all the while they were trying to kill the report. We all supported that report. This would not only hurt the TTPS but they must realise that the US Embassy is funding this programme and trying to help make a difference here.

“It’s a great programme, but it cannot continue to operate the way certain individuals want it to and disrespect the officers,” said another officer connected with the programme.

Gang affiliations

A substantive report was first made to several senior officers within the TTPS on December 4 and 5 last year about what was occurring in the programme over the last several months—­including the actions of a civilian who was associa­ted with the programme.

The report said there were “several instances at the time where (name called) was instructing police officers on active duty about their duties and giving them instructions, which should have come from a senior police officer”.

According to the report, this civilian’s conduct violated standing orders and TTPS laws as no civilian has the authority to give orders to a police officer unless so instructed.

But in this case, the report said no senior officer had given the civilian in question any authority to issue orders, period.

Multiple officers, according to the report, had expressed concerns about this situation to senior officers, but were told “to do as they were told”.

Funding distribution for the many high-risk com­munities that each officer would have been assigned to oversee across the nation was another crucial component.

“We were told on many occasions that PADF doesn’t have the money, however, it was observed that in the East area, things are being funded like lunches, water, etc,” the report said.

The report noted that on several occasions, family members of a man in East Trinidad would receive items for the Grace programme long before core team members (police offi­cers) would, if at all.

The report said that certain finances and resources were difficult to come by for other offi­cers who were required to plan activities in high-risk communities in the North, West, South and Central.

The report said that the focus of the East area was allegedly due to a civilian connected with the Grace programme who was allegedly in a relationship with a partic­ular man who is not only known to be affiliated with gangs but also had his family set up a committee in that area and who were being granted resources “unfairly” through the programme.

It is alleged the man is associated with sev­e­ral known gang members, has a “shady” past and is a “fraudster”.

There were also alle­gations in the report that this man received all the food contracts for Grace events along the East-West Corridor and that other Grace programme-affiliated police officers had seen him delivering the food.

Allegations that he was politically aligned to a particular Government official were also raised.

One of the most concerning issues raised in this report, however, is that the same man allegedly gave armed gang members jerseys bearing the logos of the US Embassy, TTPS and Grace, at a Grace community event in East Trinidad, according to the testimony of an offi­cer who witnessed that specific incident with other officers.

“This was of grave concern to me.... Also, I was informed that gang members were in the (community walkabaout event) behind the senior members of TTPS...with firearms hidden, and other rival gangs which the (man’s name called) does support were watching on with concern,” the report said.

Reliable police sour­ces told the Sunday Express that after learning about what had transpi­red, a senior officer involved in the walkabout had promised to file a report.

However, a retired senior officer connected with the Grace programme later threatened to report him to another senior officer currently serving in the TTPS, who they said would guarantee the officer’s transfer out of a specialised unit.

When the Sunday Express contacted the senior officer who had vowed to file a report about the matter, he said: “I will not be making any comment on or off the record.”

However, upon learning of the PCA probe, he commented, “It is interesting that the PCA is involved in looking into this specific issue.”

Additional red flags were raised about this civilian’s involvement with the male gang affiliate as they viewed this relationship as a direct conflict of interest with the programme.

The report also alleged that the man’s family was being given preferential treatment for the Grace programme and were also allegedly involved in “padding events”.

“Several core team members expressed their concern on several instances in this regard, especially when events are not supported by the community...these members highlighted are used to pad events to report to Washington PADF to appear that things are successful,” said the report.

To put it another way, police sources said that this group would bring their children and family out “to make it appear the event was a success” when other families in the neighbourhood did not attend the event in large numbers.

The report also pointed to a high-level security forum that included an ex-mayor of New York that took place last November, which top intelligence officials and other stakeholders were invited to attend.

The report said that none of the main Grace team members had received invitations to the function, but it also revealed that according to photos obtained by the Sunday Express, the man said to have gang affiliations had been admitted to the event without undergoing a proper vetting process for this high-security event and was glaringly underdressed.

At that forum, one of the major topics discussed ironically was gang violence and how to suppress and treat it.

A retired senior policewo­man associated with the programme who was scheduled to speak after the civilian representing Grace that day was absent.

The retired officer connected with the programme had asked police officers from the Grace team to pick her up and take her to the event, the report indicated.

The report also claimed there was a “lack of communication, structure and proper planning” by the civilian members of the Grace team.

It also spoke to the non-­submission of financial reports regarding purchases made and indicated there was “no method of accountability”.

Several sources indicated that a few months before the programme ended, someone associated with it had borrowed $180,000 from a contractor to subsidise items needed for the programme.

“We understand that the contractor is now asking back for the money,” said a police officer with know­ledge about the situation.

That's not really true, 6ix gang killed a lot of 7 gang members for the year, which mainly is reprisals.

According to habit and them you need special legislation passed to arrest these killers which kamla opposing. You need to arrest squatters and illegal vendors before you can touch them. The education system is designed to work against the black youth. The govt doesn't doesn't dictate to the police so Heinz can't possibly call Erla and say 'aye these MC pests on YouTube with the white man making Trinidad look bad, see if NDTF could arrest at least some of them to make it look like we doing something nah, we could always release them later.'
Then again the AR-15s is probably for guana and they have they FULs
