Trump or a sympathizer to him could have this staged but it seems unlikely. He didn't need to especially after that disastrous biden debate which the media has been focused on for two weeks, and left the democrat party divided.

If Trump staged this, the best time would have been some weeks before elections aka the October Surprise.
