There are some good officers in the service. i wont blame the service, i would blame the Minister and the politicians. If they do not have cars to respond, how would they? If they short staffed how can they respond? if a station suppose to have 20 officers, but it have 6, how can that station serve the area? further more, offer police higher salaries, tax free cars, cell-phone, computers etc, and other perks. Make it compulsory, every officer must have a degree, must be physically fit. Also reform the laws.
In Texas, and many other states, once you're using your wiper blades YOUR HEADLIGHTS MUST BE ON, otherwise is charge. Your car cannot be idling for more than 3 mins. when parking, bars must not serve alcohol from 2-6am... make a lot of laws, boost up the fines, and handle offiers good. Use ICT to improvve the justice system.

who said dealing with crime was cheap. but it better than stephan matrofski's plan.
