there was traffic on the SB just after freeport

works in the middle of the highway just before couva

a taxi driver said it may be a highway surveillance post for the traffic wardens, don't know for sure though

Well at first I thought they were access points to the other side of the highway. So that emergency vehicles could reach the opposite lane without having to go to the closest flyover and then turn around.
But they're way too close to the flyovers for that.

I was hearing it's a drainage thing, but I doubt that too.
