Plus the road is being destroyed by 10 ton trucks everyday heading to the quarry.
Why can't roads be built on concrete foundation??

Haven't you realised yet that it is the politicians that build roads and not the engineers?
The contractors do poor quality work; the engineers reject it; the contractor calls up the (Prime) Minister for some chit chat about house renovations, US (Miami) bank account money transfers and Arden Range Rovers; and presto, the poor quality work stays in place and the contractor gets paid the full amount.
I will admit that there are some unscrupulous and incompetent technocrats out there who would just tow the line that the (Prime) Minister is holding. But there are also some who hold their ground for proper quality work and seek the tax payers' interests.
