Curfew Permit

I am leaving the country and the only return flight comes in at midnight. Someone has to pick me up at the airport. They have to leave their home during the curfew to pick me up and drop me off/return home during the curfew as well. Who has to apply for the permit/pass to be on the road during the curfew hours? Do i have to present my ticket to the police if i'm not the one having to apply for the permit? How does this work?

And if i decide to take a taxi instead, what then?

This thing is all so unclear and a little frustrating. Any clarification is appreciated.

got a pass to make an airport run in the morning, and it's the same procedure as in those links posted.
