However, if it is repaired under warranty (i.e. free), there are no Customs charges.

On their Facebook page, Diamond Systems claims they are an authorized Samsung service center. So I called and asked if they would offer warranty service for a phone from the UK. Person said they honor the warranty on Latin American models only.
Is there any other local authorized Samsung service center other than Diamond Systems?
