In Tobago right now, if I were to judge by flags on cars and ppl's homes, TOP is clearly ahead. But in my honest opinion Tobago is the best governed local municipality in Trinidad and Tobago. Roads are smooth, places are clean and Tobagoians have additional subsidies that Trinidadians don't have.

Whoever told you that is an idiot, there are several ambulances and once you get to the hospital and you sneeze too hard, they put you on a helicopter to Trinidad and no cost.
