Lewis was gaining a 0.4 seconds every lap, but once he reached behind max and was in the dirty air, he was unable to make any ground. From that moment we all knew the race was over.
Next year's car hopefully fixes the problem of being able to follow with the way the wake is sent upwards instead of behind.
Also COTA has too many fast sweeping corners like Maggots/Becketts and Chapel or the Senna S. They look good, but you can never pass there.

That said, horner made it clear there's lots of precedence for drivers touching others' cars under parc ferme with no consequence, but I doubt FIA will risk appearing one sided and let max off.

If it did not, why fine him 50,000 euros? If it did, why not put him to start at the back with H instead of a 50K euros fine and no place penalty?

An F1 rear wing can withstand over 1000lbs of force. Max can't alter it's structure. He was fined for touching when he shouldn't have, but not for altering anything.
LH would have gained a speed advantage by a larger DRS, therefore his time is null and void, meaning it's the same result as if he didn't go out at all in Friday qualifying - therefore he starts last.
Both decisions independent of each other.
