why is that surprising for him

is better they politicize it then ignore it completely

even though it looks as if the present pnm administration would logically ignore the sabga report and hope for the best, now that its out in public they need to act.

no doubt abuse has continued at all those homes as it seems the issues were never properly fixed.

i have 2 friends who work at childrens authority and the sickness you does hear that they have to deal with is heartbreaking .

stories about cars rolling up by children authority 3:45 in the evening and adults just opening car doors and resting children outside with a backpack of their clothes and driving off

kids being burnt with cigarettes and body parts doused with rubbing alcohol and lit on fire as punishment
children being left in dirty pampers for weeks and getting rashes and sores

and then the board of directors/ high level staff have luxury vehicles and corporate credit cards paid for by children authority and have their kids or family members using the vehicles to lime all over

lawyers for the authority being burnt out within a month or two of joining the authority as they cant handle reading and seeing pics and seeing the abused children as thats not in their training so they always need new lawyers

this world is a truly sick place

Hans Boos was caught on tape having intercourse with little children.

He was not charged with pedophilia but with having a cache of blue tapes.

The judge said the tapes should be destroyed.

Boos went to the Appeal court which reversed the order and said to give him back all the tapes including the tapes of him having sex with children.

The arrest of Trinidadian zoo curator Hans Boos in Miami on child pornography charges has stirred a hornets nest of speculation surrounding the sex industry here with the launching of an official investigation into several cases of missing children.

Boos was originally arrested and charged by local authorities in 1993 for possession of pornographic literature. The court had ordered the destruction of a large collection of video tapes, photographs and magazines some of which featured the popular zoo keeper in various sexual positions with a number of young women.

Since then U.S. authorities began keeping a close eye on Boos and when he was arrested as he disembarked from a flight from Trinidad to Miami on Feb. 5, there was sufficient evidence to have him charged with starring in and distributing child pornography.

It is being alleged that he not only swapped such material with foreign connections as far as Thailand, the United Kingdom and Germany but that he had personally engaged in sex acts with young children.

On Tuesday Attorney General Ramesh Lawrence Maharaj announced the setting up of a special unit within the police service to investigate several cases of missing children that might have been linked to an alleged pornography ring.

The Boos incident has also put the spotlight on teenage prostitution, a phenomenon that has been described as one of the fastest growing sub-sectors of the local sex trade.

An IPS investigation proved that girls as young as 14 are being used by modeling agencies, escort services and regular pimps to service the needs of a clientele seemingly undeterred by the threat of criminal conviction.

In Trinidad and Tobago, one can be charged with rape for having intercourse with children younger than 16 years old. If the child is under 14 years of age, the accused is not entitled to plead that it was consensual sex.

Concern is growing in the secondary school community that among the ranks of these young “working girls” are school children from the urban communities of Arima, about 15 km east of Port of Spain; San Fernando, the country’s industrial capital in the south; and Port of Spain itself.

Roman Catholic priest and social activist Father Clyde Harvey believes that the incidence of poverty has something to do with the problem.

“Some of them (girls) ask themselves: ‘What can I do to survive?’ ”

One source knowledgeable of the industry says part of the attraction of young girls is the fact that most of them meet the needs of their customers for a fraction of what the older heads require. “It is a survival thing. Some of them will take 20 dollars (3.50 U.S. dollars) for everything.”

The thriving escort services, some of which are advertised in the local newspapers, have a minimum charge of 50 U.S. dollars. Other services provide customers with teenage prostitutes at a considerable lower price. “Freelancers” and organised groups of schoolgirls can cost even less.

The clientele comprises a high number of male visitors to the country, but the mainstay of the business remains the local community.

The girls involved are often put at risk of abuse and of contracting sexual transmitted diseases.

Dr Bishram Mahabir, who heads a state-run testing and counselling centre for sexually transmitted diseases (STDs) cites statistics which show that in 1994, at his clinic alone, there were more than 300 gonorrhoea sufferers among the 15-19 age group, 59 with syphilis six HIV positive patients.

“This at least proves that there is unprotected sexual activity among this age group,” he said.

School girl sex and prostitution also come hand in hand with the maxi taxi culture. A maxi taxi is a medium to large size public transporation vehicle that is privately owned.

Some drivers and operators of the maxi taxis are widely believed to be chief instigators of drug abuse and sexual activity among young school girls.

Meanwhile a few night spots throughout the country have been discreetly established as reliable “pick up” points for men interested in young girls. Not all the girls consider themselves to be prostitutes but a price tag is usually attached in one form or the other.

The police here are hoping that in their search for adults who sexually exploit young children, whether through prostitution or pornography, they would make a significant dent in the fortunes of these latest spinners.

PORT OF SPAIN, Trinidad and Tobago (CWN) - The issue of child pornography came to the fore this week on the Caribbean island of Trinidad & Tobago, and two Catholic nuns are urging citizens not to become apathetic about it.

Irish-born Holy Faith Sisters Ethna Regan and Roberta O'Flaherty, both members of the Credo Foundation for Justice, a local church-based organization, have warned the public to take a critical look at the situation. In a statement issued June 3 to Trinidad's Catholic newspaper, the sisters said there is more than "the legal issue" at heart in a May 23 appeals court ruling that returned pornographic material depicting children - described by the chief justice as "revolting" - to its owner, Hans Boos.

The sisters said "we strongly criticize the narrow perspective" of the court, and warned: "The bigger picture is being overlooked. ... fundamental questions remain unasked. From our work with children who live and work on the streets, we know this is not an isolated case," they said. "The sexual exploitation of our young people ranges from the highly organized pornography ring to individuals who prey on the most vulnerable children in our society."

The sisters, who have been in Trinidad for years, urged those who rent pornographic videos to stop, as it was dehumanizing to "men, women, and with alarming increase, young children."

In June 1993, Boos, a former zoo curator, was arrested after police raided his home and made the discovery. The following month, police authorities were granted an order to destroy the more than 700 video tapes, photographs, and magazines. Boos, 56 and a suspected member of an international pornography ring, appealed against the order stating the collection was for his use only.

After four years the court returned the material on a technicality: the complainant police inspector did not swear that he believed the collection was "for sale and distribution," rendering the destruction order "null and void." Trinidad law states it is not a criminal offense to be in possession of such material, if it is for personal use. Boos cannot enjoy his triumph, however, because he has since been arrested in the United States for breaching US obscene publication laws and is serving a 30-month jail term.

The arrest of a 35-year-old man for possession of child pornography videos and images last week comes as no surprise to president of the Trinidad and Tobago National Council of Parent Teacher Associations (NCPTA) Clarence Mendoza, who says child pornography is rampant in Trinidad and Tobago.

Neil Ramdeen, a T&TEC employee, was arrested and charged after police discovered at his home a large quantity of pornographic material involving minors. It is the latest incident highlighting what Mendoza described as an ongoing problem in this country.

Speaking with the Sunday Express, Mendoza said the production and distribution of child pornography has been going on for a long time and has infiltrated the school system.

He said there have been many instances in the past of underage pupils making pornographic material which ends up online.

In 2019, a Joint Select Committee on Human Rights, Equality and Diversity, chaired by now Education Minister Dr Nyan Gadsby-Dolly, heard details of the levels of child pornography in the school system.

Gadsby-Dolly said then that there had been 69 child pornography reports received by the Education Ministry over a five-year period, with 67 per cent of the cases involving girls.

The majority, she said, were of the children themselves producing and distributing pornographic content.

Mendoza said little has changed from then to now.

“In the school environment what we have seen is that the students would have made their pornography videos and that would have gone around on social media,” he said.

The last one originated from a pupil at a South secondary school, he said.

“We have other schools where pupils would have gotten into those types of compromising positions with other pupils. We have also had discussions where pupils in the privacy of their homes would have made short videos for other pupils where male pupils would ask female pupils to show their bodies and expose themselves.”

He said some girls give in to peer pressure and send sexual videos and images of themselves which are then circulated online and in some cases even sold to adults without the girls’ knowledge.

“We are realising it is being sold around by the pupils to adults. Since the arrival of camera phones we have seen it grow from recording pupil school fights to now pupil pornography,” he said.

Mendoza said child-on-child pornography may not be taken as seriously as opposed to an adult with a child.

But he argued that it is just as serious and illegal and noted that adults are the ones viewing and purchasing the material.

He said there is a need for stricter penalties not only for the adults involved but also for teenagers who produce this content.

Currently, Mendoza said schoolchildren found engaging in the production of pornographic material are given a simple five-day suspension.

“It is something that stakeholders need to sit and discuss because it is very serious but it feels like it’s not.”

He said parents need to take a more active role in their children’s lives and have discussions about sex and safety.

Sandrine Rattan, president of the International Women’s Resource Network, also expressed concern that child pornography has become rampant in the country.

She said children are even more at risk in the current Covid-19 environment where they are spending more time online and may be targeted by predators in chat rooms and on social media.

Rattan said to begin to tackle the issue, one step should involve making all sexual offences against children, including pornography, non-bailable and also to have some kind of rehabilitative programme for perpetrators.

Psychologist and Independent Senator Dr Varma Deyalsingh weighed in on the issue of child pornography, noting that it exists because there is a high demand and a market for it.

He said there is a “brotherhood” of child porn consumers who trade videos and images.

“Many users of child pornography have large collections. They have a global network and exchange pictures, like an exclusive club. They need to feed their need by getting more pictures,” he said.

They also profit by selling this material, he added.

Deyalsingh noted that consumers of child porn are everyday people who may never be suspected of engaging in these activities.

They may be teachers, coaches, paediatricians or even priests, as people with a sexual interest in minors often put themselves in professions where they have easy access to children, he said.

“Viewers of child pornography on the Internet are found to be in relationships, employed, educated, no criminal record. One cannot tell who has this hidden desire.”

He said attraction to children might be linked to people with paedophilia tendencies who are born with this attraction and know it is wrong but they hide and seek out excitement in the form of child porn.

Some may seek help while others escalate, leading to sexual molestation of a child.

In some cases, minors engage in these acts due to peer pressure.

Giving an example, Deyalsingh said he had a teenage patient who was brought in by her mother who said she willingly left school with friends to make a “movie”.

“She felt her friends were doing this, it was a thrill and they were paid by two older men to do so,” he said. “She did not think she did anything wrong. Her mother was more traumatised by this. The girl felt ‘big-up’ and accepted by her peers.”

Deyalsingh said the teen felt it was ­normal as a lot of people were posting similar content online.

He said after making the video, she does not know what was done with it.

He further recalled an incident some years ago where a hacker accessed and shared hundreds of photographs of naked females on social media, many of them children from Trinidad and Tobago.

“The images were being openly distributed and widely viewed on social media, some of which also appear on a pay-per-view pornographic site,” Deyalsingh noted.

“Some children make porn to be popular, some for money, some boys to show they are big men and get higher esteem among other youths. There is the culture of gang sex in schools where some girls are forced or participate for money. Some pornographic material is generally produced on the school compound via the use of students’ cellphones, and usually distributed for a small fee to other students from the same school or other schools.”

Deyalsingh noted that the effects on child victims can be long-term and include feelings of shame and anger, children becoming withdrawn and isolating themselves, anxiety, depression, Post-Traumatic Stress Disorder (PTSD), substance abuse to cope, sleep and eating disorders and suicidal ideation.

It may also lead to children growing with a distorted view of sex and problems establishing healthy sexual relationships as adults. However, Deyalsingh said to address child pornography in a meaningful way, adults have to take a look at themselves.

“The problem seems to be what we are doing as adults. To stop child pornography, we must stop adult exhibitionism and pornography. Adult private videos must be guarded well.”

The State must also put legislation in place and the police must monitor more aggressively, he added.

“We need the Cybercrime Bill to be passed and a dedicated team of police to be surfing the net. We need parents to be vigilant and get this team involved if they suspect something is amiss. We need linkages with the Cybercrime Unit of other nations who have ongoing investigations. We desperately need the Cybercrime Bill to assist the Children Act to attack this problem. The Cyber and Social Media Unit of the police needs to be given more teeth,” Deyalsingh said.

Deyalsingh said little seems to have changed since the 2001 case of Fr Andrew Allen and the 1996 case of zoo curator Hans Boos.

Allen was arrested in Ireland for indecent assault of two minors.

He had lived in T&T for 18 years and was alleged to have taken sexual images of local children.

Boos, a former curator at the Emperor Valley Zoo, was arrested in Miami on child pornography charges, having been found to have been in possession of a large collection of child pornography, some in which he was pictured in sexual acts with children and was found to have distributed the videos and images as far as Germany and Thailand.

“It seems after all these years we have been left behind in this fight,” ­Deyalsingh said.
