The University of the West Indies (UWI) is a regional tertiary level institution with campuses in Jamaica, Barbados and St Augustine. It has evolved from a small mainly residential academy to a relatively large publicly funded institution with a combined enrollment of almost 40,000 students and an annual output of some 6,600 graduates.

So, if it is public, does the freedom of information act apply?

40,000 / 6,600 = just over 6
But we know that the average degree is 3 years.
6600 x 3 = 19,800
Assume master/PHD classes are half as big as undergrad. Does that mean 25% or more people that attend UWI never graduate?
