Hoss buy 3/8 plate steel and have a metal shop build one for you where you use a normal heavy duty padlock. They need to protect the padlock from the shears cutters.

You normally see contractors tool boxes built this way on industrial work sites
It's a bit crude but it does the job.

Or u really want to be safe, then rent a box from the banks. It normally cost like $200- $300 per year

I have one I not using, just taking up space at home..quite heavy but happy to deliver to your home if you want. small money to cover gas and lifting labour.
