but you need to travel there and goto IRS with your passport and apply for a tax id number.
then you may open an account. go for a smaller bank rather than the big banks

Was able to open one easily without a social security number.
Just took 2 forms of ID, and used a relative's address for all correspondence.
Many people I know have done the same. This was with Bank of America and Wells Fargo.
