FYI these temperature are measure by having a calibrated thermometer in a shaded but well ventilated area to isolate the measurements from fluctuations due to direct sunlight, wind and the greenhouse effect (which is what causes the insides of cars to heat up so much in the sun)
They typically also measure dry temp. and wet temp. For wet temp, the bulb of the thermometer or measuring probe is kept wet and normally placed right next to a thermometer in the same conditions where the bulb/probe is kept dry.
So these temperatures you seeing are temperatures that you would get if you are standing in the shade. Direct sunlight temperatures would be way above 40C for sure.
