bmobile could deploy a half-assed LTE-A Carrier Aggregation without B28... they have B5 (850MHz) spectrum which im sure they're using for GSM and UMTS...they could re-farm 5MHz of B5 for LTE (easiest thing is to get rid of UMTS) and do B2+B5 CA, and leave B5 GSM on the '(prime) part of the B5 spectrum block. The reverse combo (B5+B2) isnt in 3gpp spec though.
There are NO phones out there that support more than 2 MIMO layers on low bands like 600MHz, 700MHz, 850MHz and 900MHz though, so bmobile wouldnt be able to match Digicel max theoretical speeds doing B2+B28//B28/B2 CA. They would provide better coverage though.

Not as yet. The tower by me hasn't been upgraded as yet but the tower in the heart of Couva has but I'm too far away so while I'm picking up B28 from the tower in the town I cant do CA as yet since my phone is preferring the signal of b2 and b4 from the tower closer to my home. Due to the pandemic I haven't been able to leave my home to go and test it as yet but I'm hoping that they turn on B28 on my home site soon. According to this article digicel has already deployed 200 sites with B28 and just has to turn it on. If you have a newer flagship phone u should be able to get LTE-A with b2 and b4 tho.

I don't see how aggregating these bands were degrading performance because it was helping to boost speeds on my Galaxy A50 since it doesn't support CA between B2+B4. Do you know if they have any plans to re-enable it back in the future because I've seen that bmobile has activated CA between b2+b28.

In March is when they were trying 3CA but in April Carrier aggregation was deactivated all together, but as far as I am aware 2CA would be reactivated
