The PNM wouldn't call them unpatriotic or threaten legal or civil action because it's a predominantly African community.

While WASA responsible for some they are not responsible for the majority. The road infrastructure has not been maintained by any government.

Check the trucks as they exit the quarries. The MOW&T is supposed to have portable weighing scales. Just set up the scales on the Eastern Main Road in Valencia and on the Churchill Roosevelt Highway in the Arima area.
They should also set up scales close to those asphalt plants by Coosal's, Junior Sammy, Namalco, General Earth Movers, Lutchmeesingh Transport, Harry Persad, etc.
