Exactly. Plus the government engineers are in cahoots with crooked officials and contractors. Every time there's a protest, the corporation comes and dumps gravel and yellow boulders without any compaction. Obviously it doesn't last and everyone makes a killing. As hover mentioned, a chain gang may be more cost effective, but CEPEP really can't do any worse than what passes for road repair these days. I have seen some CEPEP gangs take ownership of their area and do a good job with the upkeep. CEPEP can't even clean the drains properly, the slightest drizzle in POS and town floods.
