99 USD/mo + 500USD for the kit is out of range for most Trinidadians.

I think y’all missed the point of this. It’s not for places with traditional fiber infrastructure... Trinidad actually had better internet infrastructure than many places even first world ones. Sounds strange but very true.

If you look at the countries which have a worse ranking than us ( less than 23.87), you won't find any bona fide first world countries.

Noted. But I think you missed the point I was making. Subscriptions per 100 isn’t a measure of the access to broadband. Most Trinis can access broadband infrastructure whether they choose to or can afford it or not. The physical infrastructure of T&T is there (and continuously growing) and better than many countries.

Elon Musk’s Starlink filings show plans for phone service and low-income web access

It appears that Elon Musk’s Starlink satellite constellation is not just aiming to provide high-speed internet service. Based on recent filings to the Federal Communications Commission (FCC), Starlink also plans to introduce a suite of related products to its portfolio, from a dedicated phone service, emergency backup for voice calls, and more affordable internet access for low-income customers through the US government’s Lifeline program.

Details of Starlink’s expanded services were mentioned in SpaceX’s petition to the FCC for a designation as an Eligible Telecommunications Carrier (ETC). According to the Elon Musk-led company, an ETC designation is required in some US states where the satellite internet program won government funding to provide internet access to underserved areas. It is also required to receive reimbursement from the FCC’s Lifeline program, which offers discounts on telecom services for low-income customers.

Why is Antigua and Barbuda so low? Aren't they part pf the Digicel/FLOW network most of the English speaking Caribbean uses?

Look at where they are compared to Barbados, St Vincent, Trinidad, Grenada.

Instead Antigua has internet speeds comparable with countries like Rwanda, Papua New Guinea, Djibouti.

the only reason why those places didnt get covered by a network is cause the infrastructure would have been too costly for the revenue to collect. to much wires, for too few people, too far apart.
elon did say in some interview its not meant for places already covered, as its speed would not be any where near as good, its meant for the places too costly to cover by conventional means. and the way he said it, it was more in the lines of an untapped market, rather than getting people online. the altruism is just a side effect.

but i think he as other intentions for that vast networked array of sats. i think public internet access is just one purpose it has and a secondary one. he will use his network array to do his own 'things'. im thinking if it could be used as a large antenna for long distance communication, away from earth.

Throwing a Starlink terminal on a moving vehicle isn’t a surprising move for SpaceX CEO Elon Musk, who said early last year “it’s certainly something that could happen in coming years,” when asked in an earnings call if Teslas will ever be able to sport their own Starlink antennas. And in late 2020, SpaceX asked for an experimental FCC permit to operate Starlink terminals on Gulfstream jets.

With the new filing, SpaceX now appears to be more focused on their mobile connectivity efforts, hinting that they plan to target their service at “drivers, ship operators, and air travelers in the United States and abroad.” Offering Starlink internet to those customers will “allow operators and passengers to access services that enable increased productivity,” SpaceX said.
