Are you planning to buy a new car this year?

Last year would have been better. The tax breaks on cars, which once included value added tax (VAT), motor vehicle tax (MVT) and Customs duties, no longer exist.

Finance Minister Colm Imbert has said their removal was one mechanism by which the government intended to plug a leak of foreign exchange.

The removal of tax concessions for private vehicles came into full effect on January 1, as he announced in the 2020/2021 budget. Tax exemptions on commercial vehicles remain.

In his budget presentation on October 5, he said that more than US$400 million, or TT$2.5 billion, was spent annually on importing cars, of which at least two thirds was spent on private vehicles.

Imbert broke down the statistics, explaining there were almost a million vehicles in TT, with more than 25,000 being imported annually.

He said, “All private motor cars will now attract customs duty, motor vehicle tax and VAT, with the lowest rates of duty and tax being imposed on hybrid cars, electric cars, CNG cars and small engine cars...to encourage their use.”

During the Parliamentary debate for the Appropriations Bill 2020 in December, Imbert said US$300 million in foreign exchange went out of Trinidad and Tobago to purchase private cars in 2019. And of nearly 25,000 of vehicles imported, 20,000 were private cars. Exemptions since 2016 cost the State $1 billion. "We can hardly afford that level of leakage at this point in time. So that is the primary reason for the measures to suppress demand to some extent and to reduce the leakage of foreign exchange for motor cars," he said.

Where has this left car dealers, including used car dealers and of course, car owners?

Business Day spoke with president of the Automotive Dealers Association of TT (ADATT) Ryan Latchu, who said they were bracing for the impact on their imports and sales.

He said, “The removal of tax and duty exemptions on hybrid, plug-in hybrid, electric and CNG-powered vehicles will adversely impact imports and sales of these models.

“Although we understand the rationale for taking such measures at this time, we see it as counter-intuitive to the promotion and sustainment of a modern and green economy.”

Latchu added that the members of the association would have to consider realigning their product portfolios, which would now be based on the availability of foreign exchange.

He noted that this would need collaboration with government to find an amicable solution.

Since the announcement of the tax and duty exemptions, Latchu said there had been an uptick in the sale of hybrid, plug-in hybrid, electric and CNG powered vehicles.

“We have seen an increase in sales of these models over the last two months and we believe customers have accelerated their purchase decision to take advantage of the concessions that ended on December 31.

“At the moment we do not have any quotas in place...and no there is no indication of same for 2021.”

The new measures were not sitting well with the president of the TT Automotive Dealers Association (TTADA) Visham Babwah, who said the removal of the exemptions has thrown the used car industry into disarray.

PNM supporters have been tricked by the PNM into believing that any other party is their enemy. PNM has given them an imaginary enemy to be wary of which needs to be defeated.

The supporters like Habit7 though benefiting financially keeping the grassroots supporters in check by spreading propaganda.

PNM portrays themselves as the black people party but in reality they are the ones that's holding back Africans while benefitting from doing so.

Both UNC and PNM raised taxes on luxury vehicles while they stood to benefit. That why it is a perk, the more exclusive it is, the greater the value. You cannot want private sector level executive management in the public sector, but the remunerations are public sector poor. The govt cannot match the private sector salaries so it gives these perks which doesn't cost the govt anything but it is taxes the govt foregoes. Not just to parliamentarians but to many public servants across the board. I have no problem with it, let them keep it because as much as $30K to $40K a month might be attractive to some ppl, the ppl who normally manage +$1B a year in the private sector earn more than that. So whether it is pandemic or end of the world the ppl are free to spend their money how they please. PNM is consistent in their view, it is the UNC that is flopping around.

It is hypocritical of Moonilal to call obscene govt ministers buying vehicles now when his colleagues are doing the same. Let UNC settle their position on the topic first and come with one voice. Rather than Moonilal who bought 5 vehicles in 10yrs saying one thing, while Saddam and Ratiram quietly getting their Prados and Lutchmedial saying she deserves hers, she works hard.
That messaging is worst than one of Kamla's press releases.

Secondly, you were losing the arguement with the other users.

The PNM thinks they are better than the average African citizen that's why they have no qualms to mislead and use them for their own personal gain. Rally their support during election time by creating an imaginary enemy. Let the person who I was quoting state I misrepresented what they said. You don't do it on their behalf in an attempt to save face for your failures.

Even if I were to become a UNC supporter I don't understand why that's an issue for you or anyone else. Then again you lost your time, willpower and sanity earlier.

Only if the Ministers can see this thread.

I am pretty certain they will be bothered with the uproar and immediately stop their lavish spending on their exemption benefits.

Its comforting to know our Ministers are really concerned with the views of their tax paying citizens and always keep them in their best interest.

Just imagine what things would have been like if they blatantly ignored the cries of the general public over the years.
