WTK: Customs Services

Brought in some car parts from the UK via DHL.
On the receipt there's a charge 'Customs Services' 12.5%. There's also separate VAT on the duty, online tax and the custom services fees. Anyone familiar with this?

DHL has advised that the Customs Services charge is a standard charge 12.5% of CIF. Have never seen such from neither fedEx not skybox couriers before. Can anyone say if this is new?

are the parts valued over $3000 usd?

No. They cost 490 gbp

Are you sure is not just VAT on the import they charge you and rename it "Customs Service Charge" ?

If not could be they fabricating charges to you so that they can increase profits.
If that's the case, now may be a good time to look for an alternative import solution.

Single Clearance − Under 19 CFR 128 Express Consignments regulations, non-restricted merchandise based on value and commodity can be cleared on a consolidated manifest for more cost- and time-efficient processing. DHL will assess a service charge when the importer requests a single formal entry if the shipment is qualified to be cleared informally off the manifest.
