That's exactly the problem with this, and the dozens of other money pits we throw money into without cost-benefit analyses. Even when one is done (rapid rail), the price tag was ridiculous. Only in the public sector could such vast quantities of money be spent without the bare minimum checks and balances.

Private sector involvement seems to be minimal and limited to sponsoring a pan side, or promoting their own products for sale like Carib, White Oak etc. Is this because they recognize the futility of actually investing in the other aspects?

People that use to make money in carnival are mass makers , they just used to go to country to country and ply their trade. Now you can order Costumes in China at a fraction of the price which eliminates the craftsmen.
