You're quite right. The term solar panel normally refers to the silicon/glass/funny-looking wossname that produces electricity.
Personally, that solar water-heating system described above isn't as "eco-friendly" as those that have the tank higher than the heat-collector, as this one requires a pump to send the water up to the heater/wossname/thingy.
(of course, one can then argue that having a bloody great tank of hot water balancing on the roof above your head (each gallon of water weighs ten pounds) doesn't sound so friendly when your roof's integrity depends on the majority of the termites in it to be holding hands most of the time
