A newly married couple may have different addresses on their driver’s permits and the wife may not have taken the husband’s surname. So to the police it could be two non related people in the same car. That “family in the car” argument against wearing masks is nonsensical.

but when that 'private vehicle' is being used by thousands of PH drivers as public transport then Govt's hands are tied. although they should have addressed the PH issue before independently of covid. but granted that didnt happen the choice is between masking everyone or letting covid run rampant throughout the public transport system.

You do realize this is all for show ... Essentially to fool people into thinking they are impartial.

The next step is to set a court date much later in the future so that the public interest is lost then get the DPP/public prosecutors to botch the case. Which leaves the situation open for Scoon to sue for damages.
