see where the problem lies
does not make a difference what he is being paid if he has no support from his staff then obviously it would show he is not performing
makes you wonder exaclty how corrupt is the local police service and what will it really take to get it cleaned up
plenty officers have skeletons in the closet and a foreigner will not let that fly
your response is disingenuous at best, the Police Service Association never said they would not support the new COP, the statement made by Sgt Anand Ramesar stated..the proposals as a slap in the face for members of the Police Service, who have expressed grave concern about the situation. He said the police had a three-year salary negotiation outstanding and were operating under 2007 salaries. Should the Government decide to pay Gibbs and Ewatski the "exorbitant and ridiculous" salaries, Ramesar warned there would be far-reaching consequences.
he said it appeared officers were not being valued and recognised for their work by the Government. He called on Minister of Finance Winston Dookeran to meet with the Chief Personnel Officer in an attempt to settle long overdue salary negotiations for police officers. If this is not done, the membership will withdraw its support to work alongside any commissioner.
in summation you have the backbone of the service not being adequately paid yet dealing with increasingly high crime, a non-supportive public, limited human resources etc yet the PS stalls negotiations, but you can swiftly organise a hefty (300%) increased COP salary for a foreigner. The association's head is simply stating fix us now or face a lack of enthusiasm, that has nothing to do with corruption.
Police chief's 2009 salary was $303,602
Vancouver Police Chief Jim Chu made more than $300,000 last year and two of his three deputy chiefs made more than $200,000, according to figures released Thursday by the Vancouver police department.
According to information posted on the Canadian Human Resource and Skills Development website, Gibbs, a retired chief superintendent of police in Alberta, Canada, would have been paid an average monthly salary of $10 000 Canadian dollars, which today is equivalent to an average TT$60 000.
$7,000 a month Chauffeur allowance for new CoP
By NALINEE SEELAL Tuesday, August 24 2010
THE remuneration packages offered by the previous PNM administration for 39 Scotland Yard retirees who have been working in the Special Anti-Crime Unit (SAUTT) was used as a guide by Attorney General Anand Ramlogan and National Security Minister John Sandy who successfully negotiated the salaries and remuneration package of incoming Canadian-born Police Commissioner Dwayne Gibbs and Deputy Commissioner Jack Ewartski.
In 2006, the PNM government hired retired Deputy Chief Superintendent of Scotland Yard Dave King to the post of SAUTT Deputy Director with a salary and remuneration package at over $1 million per year.
A Government source yesterday said that it was “ridiculous” for anyone to now suggest that the package offered to Gibbs and Ewartski is out of the ordinary as taxpayers have been paying such sums to dozens of foreign officers over the past five years to work in SAUTT which is not yet even a legal entity.
CoP Gibbs and DCP Ewartski, the source said, cannot be paid by reference to local remuneration standards as there is already precedent for negotiating terms and conditions of foreign personnel contracted to work locally.
Based on the remuneration and salary packages offered to the Scotland Yard retirees to work in SAUTT, the present Government, according to sources, successfully used the following figures in negotiations with Gibbs: $25,000 monthly salary, Duty Allowance of $2,650, Transport Allowance of $3,250; Telephone Allowance $500; Inducement Allowance $20,000; Travel grant of $15,000; Entertainment Allowance of $1,200 monthly; cellphone allowance of $1,200 monthly; allowance for an official car in the sum of $10,500; $7,000 for a Chauffeur; Uniform allowance of $1,377; Pension Gratuity of 20 percent of gross salary payable on completion of three-year contract. Signing bonus of $60,000 lump sum — 50 percent upon signing contract to be CoP and 25 percent at the end of 1st and 2nd year.
With regard to Ewartski, he was offered by Government, a monthly salary of $21,700; Housing allowance of $3,850; Duty Allowance of $2,200; Transport Allowance of $3,250; Telephone allowance of $400; Inducement of $16,600; a Travel Grant of $6,550; cellphone allowance of $1,200 and a uniform grant of $1,377. A pension gratuity of 20 percent of the $50,000 lump sum — 50 percent upon signing of contract to be DCP and 25 percent at the end of first and second year. A signing bonus is payable at $37,500 in year one of the contract and $12,500 in year two.
Gibbs will assume duties on September 15, while Ewartski will be in office at the beginning of September. The two local deputy Commissioners receive a monthly salary of $24,050 while acting CoP James Philbert’s salary per month is $31,000. The new Commissioner of Police is expected to receive a yearly salary of $1.5 million while his Deputy Commissioner will receive a little more than $1 million per year

Senior British crime investigators attached to the elite Special Anti-Crime Unit of T&T (Sautt) currently earn a salary in excess of $1.4 million a year each. The salary of those officers are in excess of what T&T’s new Police Commissioner Dwayne Gibbs and his Canadian counterpart Jack Ewatski will earn. National Security Minister John Sandy confirmed this during yesterday’s post- Cabinet news conference held at the Office of the Prime Minister in St Clair Avenue.
Sandy said the senior executives at Sautt earned an excess of $1,440,000 a year, whereas Gibbs would be earning $1,305,850 a year. Sandy said so in response to questions about the recent criticisms regarding the salary which Gibbs would receive when he assumed position as T&T’s top cop in September. The Security Minister said senior members of Sautt who were formerly hired by the London Police Force, earned $120,000 per month, along with a $26,000 allowance for housing. These figures totalled $1,440,000 per year salary and a $312,000 per year housing allowance.
Sandy said all salaries for members of Sautt, Gibbs and Ewatski, who would be paid $1.23 million per year, were set by the Salaries Review Commission. In the cases of Gibbs and Ewatski, Sandy said the salaries were “related to those offered in the US and Canada to senior foreign executives.” When asked as to whether a local CoP would be paid the same, Sandy said the salary would be a little less. He explained that the disparity included an “expat allowance” which was normally paid to any foreign executive who had to move his family to another country.
Sandy said Gibbs and Ewatski were on a three-year contract.
But he assured members of the public: “If positive results are not forthcoming as expected, options are available for termination.” Sandy said the performances of both Gibbs and Ewatski would be assessed and reviewed by the Police Service Commission. He said both Gibbs and Ewatski were expected to assume duty next month. Sandy said he expected Gibbs and Ewatski would enhance the crime-fighting techniques of the Police Service. He said the “hard-working police officers will be exposed to new systems and technologies.”
Responding to criticisms that a local officer should have been selected for post of police commissioner, Sandy said the screening process for a foreign CoP was an initiative of the former administration, which cost the state millions of dollars. On Wednesday, Prime Minister Kamla Persad-Bissessar met with senior officers and the Police Service Social and Welfare Association and assured officers that their salaries would be reviewed.
