handicapped parking

can a ttps pohleece give somebody a ticket for parking in a handicapped spot in a mall ?

somebody i know got a tongue lashing from an imps cop who happened to be in the mall for parking there in lcm because her dad is in a wheelchair
afaik a mall is not govt road

If they had a legitimate reason for parking, they shoulda contest police stupidity. I would.
