There is an amendment to the Act where one line was changed. Passed in the House of Representatives on May 11, 2012.

"Dear Sir/Madam
Thank you for your Email
In answer to your query, the handling fee is charged by TTPost for processing of the package. This is done in accordance with the Universal Postal Union regulations.
The Universal Postal Union is the regulating body for post offices worldwide."
Sorry eh, but I really not accepting this lame reason. Lemme go and ask a few more questions.

Almost amusing story if it wasn't Trinidad: Package came for me at the Chaguanas TTPost exchange and they sent it to this popeye's location for me to pick it up along with the $25 handling fee and Customs duties to be paid there. Almost exclaimed a nettled "wtf" on the phone at that moment.
I asked why was it sent there, they said that's what they're doing now because they don't have enough room at the TTPost Chaguanas facility to store mail. If only the extra $25 handling fee was justified in that they delivered it to my door.
*sigh*
