Its called lobbying or donations. PNM did this for years and no one or media saw it as being wrong. So i guess it's all wrong now. I personally know of big businessmen and coperate businesses that have played both side of the game of giving donations to both sides of parties to secure their eat ah food Bank roll.
Amazing how the media will twist anything.
This is why laws need to be into place for source of campaign funds.

Local firm Raldon tipped to take over from Sunway
Part VI of an investigation into National Quarries

Raldon Construction Ltd, part of the Gopaul Group of Companies, is tipped to operate Scott’s Quarry in Blanchisseuse when the five-year, $300 million contract to Malaysian-based Sunway Construction (Caribbean) Ltd ends tomorrow.
The operatorship could be worth $100 million a year, Sunday Express calculations have indicated.
The Sunday Express understands that Sunway was paid $85-$90 a tonne for aggregate produced and was contracted to provide about 4,000 tonnes a day.
Sunday Express calculations put the daily figure at an estimated $360,000 a day, an estimated $9 million a month with an annual payout projection of about $100 million a year.
The Sunday Express was told the value of the quarry is $1.2 billion based on 12 million tonnes of proven mineral reserves.
But what makes the operatorship of the quarry lucrative at this point is the built-in market to the Brazilian firm Construtora OAS, which is constructing the $7.2 billion highway extension from Golconda to Point Fortin.
One of the terms of the highway contract is that OAS is required to use at least 40 per cent local material—if it can be supplied—before importing.
NQ is contracted to provide 100 loads a day of crusher run, a limestone aggregate derived from Scott’s Quarry, but that can vary depending on weather conditions.
NQ’s chairman Mitra Ramkhelawan had told the Sunday Express that NQ is expected to take over Scott’s Quarry after Sunway exited.
However, NQ does not have the equipment to mine the quarry to meet its obligations and had embarked on a plan to tender for the services within the quarry, confirmed a board member who spoke on condition of anonymity.
The Sunday Express understands that while NQ will own the rights to the quarry, it will farm out the operations.
“For two years, Raldon has run a parallel operation in Scott’s Quarry when NQ decided to open it up after it was dissatisfied with the quality of aggregate from Sunway. Raldon has all the equipment required. They have five or six crushing plants, excavators, bulldozers and quarry trucks,” a quarry source explained.
“The company was set up to be a full-fledged construction company. Quarrying is one part of its operations. So until NQ could invest in its own equipment, it already has a company to manage its operations,” the source explained.
The source noted that when Sunway stops work tomorrow, NQ will have to seek the services of Raldon to meet its daily demand of aggregate to OAS.
“It would not have made financial sense for us, as a company, to invest in equipment because it would require maintenance and would be subject to sabotage,” a director told the Sunday Express.
Raldon has been a contractor at NQ since it was established.
The Sunday Express obtained invoices and cheques paid monthly to Raldon, which ranged from $250,000 to $500,000, for its work out of Scott’s .
The Sunday Express understands that NQ has opted not to renew Sunway’s contract because, according to chairman Mitra Ramkhelawan, the quality of aggregate provided was poor and did not meet specifications.
The agreement between Sunway and NQ, instituted under the previous People’s National Movement (PNM) government, was a take-or-pay contract to assist in the delivery of quarrying materials for building projects.
Gopaul & Company came under scrutiny after Prime Minister Kamla Persad-Bissessar, who is a personal friend of the company’s principals, Ralph and Maureen Gopaul, became their house guest in the lead-up to and after the May 2010 general election, shortly after which the company was the preferred bidder for a $40 million contract at State-owned National Petroleum Marketing Company Ltd (NP).
The Integrity Commission rejected a complaint by Opposition Senator Fitzgerald Hinds that Persad-Bissessar was in breach of the Integrity in Public Life Act for her stay at the Gopaul’s Tunapuna residence, and it also recently cleared NP of allegations of bid-rigging in the execution of the $40 million contract.
In 2011, Gopaul & Company set up a construction outfit—Raldon Construction—a combination of the names of Ralph and Donald Gopaul, two directors of the company.
Raldon’s address, as listed in the registry, is Watts Street, St Augustine, but its website address is Pasea Main Road, Tunapuna.
For his part, Ramkhelawan has previously defended the use of Raldon as a contractor saying that: “Contractors who want to work are given an opportunity. Many contractors do not want to work.”
He had said while there was no written contract, work was given out on an ad hoc arrangement as was needed by the company.
The Sunday Express tried multiple times to reach Ryan, Ralph or Donald Gopaul for comment through their office lines, cellphones and text messages.

No board decision to suspend CEO

National Quarries (NQ) director Satee Chillar said the decision to suspend the company’s chief executive, Sandra Fernandez, was solely that of chairman Mitra Ramkhelawan.
Chillar told the Express that it should have been a board decision, but the board was not consulted on the matter.
On Friday, Ramkhelawan issued a suspension letter to Fernandez, one day after she reported an alleged fraud cover-up at the cash-strapped State company to the Fraud Squad.
The Express was told the reason for the suspension was that Fernandez’s qualifications for the position were under question.
Chillar’s position is in stark contrast to Ramkhelawan, who issued a full-page advertisement in the daily newspapers to refute investigative reports into the State company.
“In keeping with established board practice, the suspension was shared with the board of directors prior and via the usual means. Careful record of such notification has been documented,” Ramkhelawan stated.
But Chillar noted that the board had met to discuss an on-going series of articles published in the Express, but the issue of the chief executive’s suspension never came up.
She said she received notice of the suspension via an e-mail sent out by the chairman at 11 p.m. on Thursday.
Questioned about the content of on-going reports by the Express and the board’s culpability in such actions, Chillar distanced herself.
On Thursday, Fernandez reported that senior officials at the company have been covering up their tracks by forging letters, which they submitted to the Ministry of Energy and the Ministry of Finance in an attempt to cover up the acquisition of two pieces of equipment for $2 million.
The Express had reported that NQ paid $2 million for an excavator and a bulldozer (called a dozer), even though it got only one.
The excavator went to NQ but the bulldozer went to a worksite at Gopaul & Company.
Chillar said the board only approved the acquisition of an excavator and knew nothing about a dozer.
“A board decision was taken to acquire the excavator. We would not have asked to see a copy of an invoice. We were not aware that two pieces of equipment were brought, nor were we told so until the matter was raised in the newspaper,” she said.
In his press statement, Ramkhelawan stated: “As part of that acquisition (with requisite board approval), the company also entered into an arrangement with one of its contractors, who acquired a dozer and received assistance under a contractor support initiative, for the benefit of its contractors.”
The Sunday Express had exclusively reported that National Quarries had acquired a Volvo Hydraulic Excavator EC460BLC, valued at US$92,000 ($579,600), and a Caterpillar Crawler Dozer D8R Series, valued at US$94,000 ($592,200), with a total price of US$186,000 ($1,171,800) from ER Truck and Equipment.
However, the company believed it had paid broker company Global Trade US$317,968.65 for only an excavator.
Express calculations have identified an unaccounted sum of $831,402 (US$131,968.65), given that NQ had wire-transferred US$317,968.65 but only paid US$186,000.
Further, the company is still owed more than half-million dollars (US$110,000) from an overpayment, which puts the unaccounted sum at $1,524,492.
Ramkhelawan explained that only a variance of $175,847.78 existed in the sums paid, which he accredited to the contractor support initiative for the dozer.
Questioned by the Express on whether she had any idea about alleged forged documents being crafted by senior company officials to cover the issue, Chillar responded: “How are we to know any documents are being forged? We asked for a meeting to discuss the matter as it was raised in the newspaper and we approved the documentation presented. We are very concerned.”
She said the board had taken a decision to refute all allegations levelled against the company in a series of newspaper advertisements, but had withdrawn them following Fernandez’s decision to go to the police.
“It would not have been appropriate and it would have implicated ourselves,” she said.
However, the advertisements were still published yesterday.
“I look forward to fair and accurate reporting in the true spirit of professional journalism, that seeks no personal gain and which reflects a sound understanding of corporate finance and modern business practice,” Ramkhelawan’s statement concluded.

SOME $425,152 has been paid to former finance secretary Dr Anslem London, for providing services during the period February 1 and September of this year. This revelation comes on the heels of the Tobago House of Assembly deferring the hiring of Dr. London earlier this year, through the Executive Council. The break down for the payment of the funds is as follows:

Milshirv Affidavit Briefs and High Court Appearances — $93,184
Fiscal Management Briefs — $34,944
FCB Credit Facility Briefs — $34,944
Professional Advisory Services to the Secretary of Finance and Enterprise Development — $145,600
The Fiscal 2014 Budget and Statement — $116,480

This information was provided to members of the public, following Tobago Organisation of the People (TOP) member Anslem Richards, requesting the information under the Freedom of Information Act Chapter 22:02.
The information was then provided in a letter dated November 12. Documents provided to the Express revealed a voucher payment dated September 11, 2013, which shows the cost of final payment for professional services provided to the Division of Finance and Enterprise Development, payable at Scotiabank to Dr London .

In a letter written by Dr. London to Finance Secretary Joel Jack, dated July 22, he states: ‘I look forward to the prompt settlement of this request for payment, and in this regard. I request that you credit my account at Scotiabank, Milford Road, Scarborough Tobago. Signed Anslem London PhD.”
THA Chief Secretary Orville London has said the hiring of consultants by the various divisions of the Tobago House of Assembly is governed by guidelines from the Central Tenders Board, which allows the Chief Administrator to hire consultants, up to a maximum of $500,000 per project. London said administrators in the Tobago House of Assembly have been designated a maximum of $250,000 per project.

“Under these guidelines and as happens as at the level of Central Government consultants have been hired from time to time to work on specific projects, in which the required expertise does not reside within the division.”
London said the engagement of Dr. London by the Division of Finance does not in principle go against the decision by the Executive Council which withdrew a note to hire Dr. London at a fixed salary for a fixed period of time as that has not changed.

Instead of facing an enquiry surrounding her academic certificate, former chief executive officer Sandra Fernandez will be paid close to $800,000 as part of an agreement to leave State company National Quarries (NQ). The agreement was made between legal representatives of NQ and Fernandez last Monday afternoon.

Sources said Fernandez will receive $839,100.52. The cheque, sources say, was expected to be handed to her on Friday.

A breakdown of the cheque amount showed that $342,742.96 represents the balance on her contract; $235,023 was her gratuity; $97,926.56 represented vacation leave not taken, legal fees totalled $70,000 and security fees were $93,408. When the Sunday Express contacted NQ chairman Keshwar Maharaj on Friday he admitted the tribunal to enquire into her academic qualifications was scrapped.

Asked about the figure to be paid to Fernandez, he said: “The matter has not totally been settled in terms of actual figures and it is being negotiated. To give you a final figure, I cannot do that.” Maharaj was quizzed as to why the tribunal had been scrapped since Fernandez said she had a Bachelor’s degree in Business Management. This was subsequently found to be untrue and the tribunal was established to deal with the issue. He was further asked why NQ is compensating Fernandez since her appointment as chief executive was based on her qualification.

Maharaj said: “Legally the lady has a contract, so industrial relations addressed that legal issue with people who have contracts.”

It was pointed out to Maharaj that a copy of Fernandez’s contract (which was obtained by the Sunday Express) stated NQ or Fernandez could terminate contractual agreements with at least three months notice in writing.

“In the event that the Employer shall exercise its option of termination under this Clause before the expiry of the term hereby granted and through no fault or misconduct of the Employee, the Employee shall be paid the salaries of the remaining months of the term hereby granted in lieu of all damages and compensation”, the contract states.

So a person may have been involved in fraudulent activities via tendering a false CV and instead of an investigation she is paid off. Maybe a tribunal/investigation would reveal more than certain people may be comfortable with.

Saying he was “outraged”, Opposition Leader Dr Keith Rowley yesterday called on Energy Minister Kevin Ramnarine to ensure that state-owned National Quarries (NQ) withholds all payment and perks to suspended chief executive officer Sandra Fernandez.

Speaking at a news conference at his Charles Street, Port of Spain office, Rowley dealt with the “scandalous revelations” in this week’s Sunday Express that Fernandez was due to receive a $839,000 payout.

He said this was in keeping with a number of other instances in state enterprises where Government had been “turning a blind eye” to persons with false qualifications, sometimes even defending it and defending the earning of people who got their jobs on this basis.

“But this one takes the cake. Because we are being told that the person is to be paid for the full extent of the original contract...the full unexpired portion of the contract, gratuity and other perks. In other words, the person would be paid to do nothing in a job which ought never have to been had.

“And the question of criminality in subjecting the population to false qualification is a by-the-way which they (the company and Government) won’t deal with. We (the Government and company) would just pay the money,” said Rowley.

“On behalf of every taxpayer in Trinidad and Tobago, this outrage must not stand. And I am calling on the relevant minister to ensure that the board at National Quarries does no such thing and the only thing that the board must, and is required to do, is to pass to the police any fraudulent qualification which had been submitted to National Quarries. And against that background National Quarries must withhold all payment and perks (to Fernandez). It is a slap in the face of all decent qualified persons in this country.”

Rowley said this was a new type of corruption, “a new cancer where you make your own qualification, hand it to the Government, get taxpayers’ money and get the Government to defend you”.
Noting that this was happening across the state sector, Rowley said in all instances where persons are deemed to have submitted false qualifications for jobs, the matter should be referred to the police and the Fraud Squad.

“It breeds a kind of threat because very soon there would be pharmacists, doctors and pilots doing the same thing and you would be half-way up in the air and being told that the person in the cockpit does not have the qualifications he claims to have or lying on a bed and the person who just gave you a life-and-death injection made their own qualifications. There are very serious dangers involved in encouraging persons with false qualifications to advance themselves and take up positions, putting the public at risk,” he said.

The Sunday Express reported that an agreement was made between NQ and the legal representatives Fernandez to pay the former CEO $839,000.
The payout comes following the suspension of Fernandez after she could not produce academic qualifications which were listed on her resume.

The Northern and Southern National Academies for the Performing Arts are almost “falling down.” Both cultural institutes are in a state of deterioration requiring repairs, says Arts Minister Lincoln Douglas, who says this is due to low grade inferior materials and bad workmanship involved in the original construction. Various items needed to be replaced have to be sourced from China, three months away in terms of ordering and shipping, and therefore light bulbs, for instance, take three months to change.





Douglas detailed the situation in the Senate yesterday but ran out of the allocated reply time since the number of issues affecting the institutions was so long. He said he was holding one list of 19 issues concerning Port-of-Spain and San Fernando, on which a more complete analysis had been done, had over 300 problems.



Douglas said certain repairs for the Port-of-Spain facility have cost $20 million so far and it would cost almost $100 million to make it functional. The ministry has not started dealing with San Fernando facility yet, he added. The minister said the contractor who built the facility in Port-of-Spain was Shanghai Construction, and added: “NAPA is showing some signs of deterioration, in some cases, significant signs of this.



“Tiles are falling off the building, plumbing is failing due to inferior grade sanitary ware and fittings, the fountain is failing in terms of design and filtration systems. The moving stage shows major defects and continues to be a big problem. It isn’t functioning now.” He said leaks were appearing along the steel pipes, indicating a breakdown of pipes on the assumption inferior pipes were used by the contractor.



He added: “Valve controls are not working and it is impossible to shut off the water. In some cases, all valves have to be replaced. Doors, which are of inferior quality, are also deteriorating. “Numerous light bulbs have blown and it takes approximately three months to get the bulbs as they have to be imported from China. We suggest they be replaced with some kind that is more accessible. “Electrical voltage is below what is required and a thorough inspection and upgrade of the system is needed.



”The ‘chill water’ air-conditioning unit has also deteriorated and needs urgent repairs.” Douglas said it might be argued that was due to lack of maintenance “but technicians have indicated this is an inferior system and may have to be replaced.” External glazing and glass panels have cracked and a few have fallen off, most related to manufacturing faults, he added. “These also have to be imported from China.” he said. Douglas said there was an agreement with the original contractor over a period and that had expired.



“We are still going though the list of things that are wrong with that building before we can even begin to address the repairs of the building. It’s significant,” he added. Speaking to reporters after, Douglas said: “Both buildings have been left with a significant amount of bad workmanship. Some of the functional problems are inconsistencies. Both NAPA and Southern NAPA stairs have different heights and anyone can fall.”



Douglas said the overall NAPA buildings were functional but from an operations standpoint for the arts, it was a problem. He said the front and two other segments of NAPAs walls were cleaned, though that was a delicate, difficult process. Cleaning of the glass panels was also cost-significant due to polishing required, he added. Douglas said Shanghai Construction was supposed to do maintenance for a period and that expired.



He said there was also a contract with the company but that also ended and there was a small transfer of skills but no real training in how to run the building. He said NAPA was closed from December to March to fix various issues. He said the ministry would be dealing with getting funding for repairs for both. “We are doing a comprehensive analysis of both to see what is needed to bring them up to full functional standards,” he added.



Douglas agreed that would be learning experience for T&T, especially with the Couva Children’s Hospital being built by Chinese expertise.

btw just to stray as u would like me to.......from your "evidence" it specifically states that the hotel was not included in 2006 and rowley was dismissed in 2008...so was the hotel there while rowley was there for 2007-2008?
