Simple. Owner bought Matrix, carried Matrix to register, problem arise, registration postponed, owner got problem resolved and given PDE plates. Happened to the guy with the PDB CK2 Lancer.

Anyway, this ain't the thread for these questions. Someone should create a random question/observation thread.
