Minister of Lands Jairman Seemungal will be piloting the bill tomorrow which will start the process of issuing certificates of comfort to squatters throughout the country, including those who started squatting in June last year.

However, Seemungal, speaking to the Express by phone, maintains that this move was not an election ploy and there will be no rush to issue these certificates as there is a process to be followed.

The State Land Regularisation of Tenure Amend­ment Bill will be debated tomorrow at the Parliament sitting at the International Waterfront Centre, Port of Spain, and seeks to provide for anyone in occupation of a dwelling house who illegally settled on lands in a designated area up to June 13, 2014. When asked if a person who started squatting on June 12, 2014 would be entitled to apply, Seemungal said yes, anyone who has been squatting illegally up to June 13, 2014.

He said the State Land Regularisation of Tenure Act of 1998 provided for persons who applied up to September 2000.

Seemungal said there were a lot of people who were left out, either because they did not know or they started squatting after that date. The Minister said that aerial images were taken of the entire country on June 13, 2014 and this will aid in verifying all the applications.

Seemungal said the images are so “sharp, clear and concise” that you could see a galvanise fence.

He said there were currently 60,000 applications to be verified and this will take some time as the lands have to be surveyed and the applicants must be a citizen of this country.

Seemungal said the lands must also not be used for agricultural or commercial purposes.

He said the squatter must be squatting for residential purposes and is allowed up to 5,000 square feet of land.

He said the certificate of comfort does not have an expiry date but gives the security that your structure cannot be bulldozed.

Seemungal said the regularisation itself is a process as there must be approvals from Town and Country Planning, the various regional corporations, T&TEC, WASA, etc before actual leases are given.

“It is not something that can happen by election, it's not an election thing,” said Seemungal.

This is why I disagree with Opposition's boycott of the Lower House. Even though this bill could go ahead with a simple majority, it would be in the country's interest to register the protest of hardworking individuals in the country who think ppl should not be rewarded for stealing land.
