Lights on the new bypass by Piarco were out. Went to the mall, 45 mins later on my way home a tercel seemed to have rushed a big truck and the front was destroyed. Didn't stop to take pictures but it looked like a really bad accident.

Speed limit there is 50kph and when I drive at that speed it definitely seems to annoy everyone behind me.

Still, there is a great deal of visibility there, they were coming off a minor road and probably just followed another car into the intersection instead of stopping to make sure it was safe to turn.

If the lights are not functioning then what is the rule? People on the major road can drive through without slowing or should they slow down and proceed through the intersection with care? Pretty d sure it's the latter.
