Minister of National Security Edmund Dillon met today with senior members of the Police Service to discuss strategies in fighting crime, and in particular, the high murder rate.

Those involved in the meeting were Commissioner of Police (Ag) Stephen Williams, Deputy Commissioners of Police (Ag.) Mr. Harold Phillip; Mr. Deodat Dulalchan; and Ms. Erla Christopher, Assistant Commissioner of Police Mr. Irwin Hackshaw and Divisional Commanders of the Trinidad and Tobago Police Service (TTPS).

The Divisions with the highest murder rate were represented: Port of Spain Division; Northern Division; Southern Division; Western Division and Central Division.

The meeting was called by Minister Dillon to receive an update on the strategies currently being pursued at the various divisions in the fight against crime.

The meeting also served to clarify the support and resources needed by the TTPS from the Ministry of National Security. Divisional Heads reported on the recent strides made in their respective divisions which included:

• Improvement in the detection rate;

• Firearm seizures;

• Surveillance and monitoring mechanisms as well as evidence–gathering;

• Police Mobile and foot patrols as well as Joint Police/Army patrols in areas across Trinidad and Tobago;

• Community engagement initiatives aimed at reducing violent crimes, gang activity and youth offending; and

• Ongoing crime prevention projects in partnership with Non-Governmental Organisations, International Agencies and the general public.

The meeting also focused on proposed strategies for the upgrade of existing technological systems to assist in intelligence-gathering and crime detection.

Also discussed were methods to increase synergies and information-sharing among networks consistent with Government’s inter-agency approach to crime prevention.

The Ministry said that Minister Dillon shared his strategic thrust in treating with crime and criminality, utilising the five pillars of Prediction, Deterrence, Detection, Prosecution and Rehabilitation.

He urged the Police Executive to also anchor their strategies along this strategic thrust noting the importance of the Prediction, Deterrence and Detection pillars. He emphasized the need to measure the effectiveness of current initiatives.

The Minister took the opportunity to commend the Police Executive on the advances they have been making in deterring nefarious activities and apprehending perpetrators of crime and encouraged them to continue to pursue an integrated, intelligence-led crime-fighting strategy.

He noted the Ministry of National Security’s efforts in treating with financial considerations for priority areas including the acquisition of new police vehicles and the maintenance of existing ones.

Further, he reiterated that the Ministry continues to focus considerable attention on ensuring that the Police Service has the required manpower, access to modern security methodologies, equipment and physical infrastructure to carry out its mandate to make Trinidad and Tobago a more secure place for all.

One of the reasons why it took the police five days to charge three robbery suspects is because they threw faeces at the police from the police cell.

This was told to San Fernando Magistrate Alicia Chankar when brothers Josiah, 25, and Rutendo Duttin, 33, and David Lewis, 33, appeared in court charged with a total of six robberies.

They were all denied bail. Josiah faced a separate charge of rape. They were not called upon to plead to any of the indictable charges.

The first charge alleged on May 18 at Borde Narve, near Princes Town, they robbed a man of keys, two cellphones worth $3,000, $560 cash and also beat him.

They are also accused of beating and robbing a woman of her jewelry valued $26,000, keys worth $300, a $2,000 cellphone and $300 cash.

Josiah is also charged with raping the woman. The accused are also charged with robbing Verna Seerattan, 78, and her husband Walter, 79, on May 23 at Duncan Village, San Fernando.

It is alleged that they stole a pair of eye glasses valued at $3,000, a $200 bag, a $500 cellphone, two sets of keys and $250 cash.

Duttin alone was charged that between May 2 and May 5, he broke into a woman’s house at St Croix Road, Princes Town and stole $182,020 worth of jewelry, alcohol, keys, boots, laptops and other items.

He faced another charged of stealing a $70,000 X-Trail from the same compound. Their attorney Bernadette Arneaud complained that a habeas corpus was filed in the High Court around 11.55 pm on Monday to get the police to bring the accused to court.

The court heard from the prosecution that the suspects contributed to the delay. The prosecution said Josiah threw faeces at the police from the station cell when the police attempted to take them to the identification parade room.
