Former prime minister Patrick Manning yesterday questioned why the Government had not used the State of Emergency to close illegal casinos which, he said, were involved in the drug trade and crime.

He said, "We want to know (and) we demand to know, on behalf of a people of a nation under siege, why casinos in this country have not been the source of the attention of law-enforcement agencies in the context of the drug trade."

Manning made the claim yesterday during a news conference at his San Fernando East constituency office.

The news conference, attended by former PNM ministers Gary Hart and Ralph Maraj, was the second in a week.

The briefings, Manning said, were being held because Parliament was "stifling" his ability to speak out.

Manning said a joint report of the United Nations Office of Drugs and Crime and the Latin American and Caribbean Region of the World Bank of March 2007 identified casinos and currency houses as channels for money laundering in the Caribbean.

He said that if the State of Emergency was called to deal with crime, "why is it that the principal source of money laundering, as the report suggests, has not been the subject of any attention by the law-enforcement agencies. Why is this so?"

Manning said in 2007 the PNM administration had attempted to deal with the casino issue and had announced the intention to shut down casinos, but casino workers protested this.

"At that time there were about 1,500 persons employed in casinos and if we took the course of action we intended to take a lot of people would have been seriously dislocated and they suggested instead that we enter into an arrangement to phase casinos out."

He said, "We agreed to a five-year phase-out period. But since May 24, 2010, general elections there has been a proliferation of casinos throughout the country."

Manning quoted newspaper figures that suggested most of the people charged with gang-related offences were freed.

He said he would be sending a formal request to the Police Complaints Authority on the two multi-million-dollar drug busts involving freight containers belonging to south and central business owners.

Manning said he wanted an update on the status of the police investigation.

My questions for Manning:

1. Why when he was in power did he not do anything?
2. What was his reason back in 2007 for wanting to shut them down? This same thing?
3. Would shutting down the casinos have been the best option?
4. When Las Vegas casinos in the early days were run by the mafia, did the US Gov't shut them down or clean up the industry, monitor it and regulate it?
5. Isn't this problem of money laundering supposed to be solved by the FIU? Which is now coming on stream by the way. Not sure when the deadline is for all institutions to be regularised but according to the director it should be shortly. She has said they are seeing how many businesses are involved in money laundering and the number was vast but she didn't single out any one industry.
6. Why didn't Manning pass the legislation for the FIU if money laundering is such a big problem for him? He signed the treaty/MOU since what 2004 to implement the FIU?
7. Didn't he have the big bad SAUTT to do investigations into things like these b/c it was said the TTPS has no intelligence gathering? Oh wait, SAUTT was no more than security guards as the organisation was never legitimised through legislation despite being state of the art.
8. What intelligence does the TTPS have to raid these casinos and charge the owners/managers with? Despite there being a SOE, the TTPS still needs to have reasonable suspicion to break down doors and arrest people or the state can be sued. I know some people like to propagate, "we eh ha no rights, gee we we rights."
9. why manning doesn't STFU. He had 12.5 years and couldnt do it and now he want this gov't to solve all the problems. 12.5 years and he couldn't do anything about this problem but this gov't should solve it and all other ills in 15months despite their attempt being the FIU and a very good one as that as it follows international guidelines so that this unit is not just a rubber stamp stating everything is copacetic.
10. What information does he have to cast such aspersions? Did he file a police report? Did he call 555, 999, 800-TIPS?

Parliament "stifles" one's ability to speak out? The "highest court in the land" that "upholds free speech"?



He said, "We want to know (and) we demand to know, on behalf of a people of a nation..."

The gentleman is clearly suffering from some sort of memory loss. He lost his office due to the Project Manager's inability to answer questions about issues that the people of a nation were demanding to know... (the majority of these questions have yet to be answered. Perhaps these "press conferences" could be used to solve this dilemma)

Manning said he wanted an update on the status of the police investigation.

How nice. On behalf of a people of a nation, we would like an update about the other stuff that we demand to know, the sheer mass of which - as well as how long the very demand has existed - makes it a greater priority:
